The Board of Supervisors hereby establishes the "Department of Parks and Recreation," hereafter referred to as the "Department."

The Department of Parks and Recreation shall be responsible for operating the recreational facilities of the Township and developing, conducting, and supervising recreation programs.

1. 
Department Head.
A. 
The Department of Parks and Recreation shall be headed by the Director of Recreation.
(1) 
The Director of Recreation (hereafter referred to as the "Director") shall be responsible for administration of the Department. The Director shall be appointed by the Board of Supervisors and shall hold no elective office in the Township. The Director shall meet the qualifications established by the Township and shall be able to demonstrate, to the satisfaction of the Township, a working knowledge of municipal park administration and recreational programming.
B. 
Powers and Duties:
(1) 
The duties and responsibilities of the Director shall be to:
(a) 
Serve as the administrator of the Department;
(b) 
Identify improvements needed to recreational facilities;
(c) 
Direct, control, and account for the expenditure of Department funds in accordance with budget appropriations and supervise the keeping of complete financial records for Department expenditures;
(d) 
Ensure that all applicable laws, ordinances, and/or regulations pertaining to the Department and Department activities are adhered to;
(e) 
Attend all meetings of the Parks and Recreation Board and act in an advisory capacity to that body;
(f) 
Serve as secretariat to the Parks and Recreation Board; and
(g) 
Perform such other duties as the Township Manager and/or Assistant Township Manager may, from time to time, direct.
C. 
Assistant Director.
(1) 
The Assistant Director of Recreation shall assist the Director with the administration of the Department.
(2) 
When the position of Director of Recreation is vacant, the powers and duties of the Director under this Code and any other Township ordinances shall be held and exercised by the Assistant Director.
(a) 
If both the positions of Director and Assistant Director are vacant, the powers and duties of the Director under this Code and any other Township ordinances shall be held and exercised by the Township Manager.

The duties and responsibilities of the Department shall be to:
A. 
Plan, organize and conduct all Township-sponsored recreational programs, activities, and special events, including:
(1) 
Youth programming;
(2) 
Senior citizen programming; and
(3) 
Youth summer camp.
B. 
Operate Township recreation facilities, including the Community Center;
C. 
Operate the preschool program; and
D. 
Perform such other duties for the Township as the Board of Supervisors, the Township Manager, Assistant Township Manager, and/or the Director of Recreation may, from time to time, direct.
