Subject to State laws, the Council shall exercise all municipal
traffic authority for the City, except those powers specifically and
expressly delegated in this title or by another ordinance.

The Director of Public Works shall place and maintain, or cause
to be placed and maintained, all official traffic control devices
where, in the opinion of the Director of Public Works, such official
traffic control devices are necessary to protect the public safety.

It shall be the duty of the officers of the Police Department,
or such officers as are assigned by the Chief of Police, to enforce
all street traffic laws of the City.
