Except as provided in this title, the general traffic regulations
of the City shall be those set forth in the Vehicle Code.

The City Council may, by resolution, close or partially close,
either temporarily or permanently, a local street in order to implement
the circulation element of the Ojai General Plan, provided that provisions
shall be made for emergency vehicle access and other necessary safety
measures.
