Except as provided in this chapter, the prima facie speed limits
for all streets and highways shall be as set forth in Section 22352
of the
Vehicle Code.

Pursuant to Section 22354 of the
Vehicle Code, the Department
of Transportation of the State shall determine and declare the appropriate
speed limits for State highways.

(a) Pursuant
to Section 22357 of the
Vehicle Code, the Council may designate by
resolution a prima facie speed limit greater than 25 miles per hour
for certain specified local streets.
(b) Pursuant
to Section 22358.3 of the
Vehicle Code, the Council may designate
by resolution a prima facie speed limit of less than 25 miles per
hour for certain specified local streets less than 25 feet in width.
(c) Any
such resolution shall set forth the designated speed which is most
appropriate to facilitate the orderly and safe movement of traffic.
(d) Any
such designated speed shall be based upon appropriate traffic engineering
and survey data analyses.
(e) Any
prima facie speed limit so designated shall become effective when
appropriate signs giving notice thereof are erected upon the streets
specified.
