Except as otherwise provided in this article, no person shall park any vehicle on any public or private property for the purpose of displaying, advertising, or offering such vehicle for sale.

The provisions of Section 3-2.1401 of this article shall not apply to the following:
(a) 
Any person parking no more than one vehicle at a time for the purposes specified in Section 3-2.1401 of this article on property in which such person has an estate or right of possession or on the property of another with the written consent of the owner, lessee, or person in lawful possession of such property where them is no more than one vehicle so parked and displayed at any one time on such property;
(b) 
Any person licensed pursuant to the provisions of Chapter 3 (commencing with Section 11500) or Chapter 4 (commencing with Section 11700) of Division 5 of the Vehicle Code and operating at a place of business where such business is permitted by the zoning laws of the City; or
(c) 
Any person parking any vehicle for the purposes specified in Section 3-2.1401 of this article on property which is the established place of business of a person licensed as specified in subsection (b) of this section, so long as the person parking the vehicle has the consent of the person so licensed.
