Pursuant to Section 21206 of the Vehicle Code, no resident of the City shall operate a bicycle on any street, road, highway, or other public property within the jurisdiction of the City unless such bicycle is licensed in accordance with the provisions of this article.

Each person engaged in the business of selling bicycles within the City (referred to in this article as a bicycle retailer) shall issue and affix the license required by this chapter for each bicycle sold by him or her and for each person applying for such a license. Such bicycle retailers shall obtain such information as is required on forms furnished by the City and shall comply with all procedural requirements of the City or as required by State laws. The license, when affixed, shall be securely attached to the bicycle so as to be visible from the rear and at all times shall be maintained in good condition and in such position of visibility, except during periods of repair. Each bicycle retailer shall be entitled to retain fifty (50) cents from the license fee for each license issued and twenty-five (25) cents from the transfer fee for each license transferred. Licenses may also be issued and transferred by the Police Department.

The annual license fee shall be one dollar ($1.00). All revenues from such fees shall be used to improve bicycle safety programs and establish bicycle facilities in the City.

(a) 
Each owner of a bicycle licensed pursuant to the provisions of this article shall notify the Police Department within 10 days after the ownership of such bicycle has been transferred. The notification may be made orally and shall include his name, the license number, the date of transfer, and the name and address of the transferee.
(b) 
Each resident of the City who acquires ownership of a bicycle licensed pursuant to the provisions of this article shall apply, within 10 days after such acquisition, for the transfer of such license to his name and furnish the information and fees required for such transfer.

Whenever the owner of a bicycle licensed pursuant to the provisions of this article changes his or her address, he or she shall notify the Police Department within 10 days of the old and new addresses and the license number of each bicycle owned by him or her.

No bicycle retailer shall sell a new bicycle unless such bicycle has permanently stamped or cast on its frame a serial number unique to the particular bicycle of the manufacturer. Serial numbers shall be stamped or cast in the head of the frame, either side of the seat down the post tube, or the bottom sprocket bracket.

Each bicycle retailer shall supply to each purchaser a record of the following information: the name and address of the retailer and the year, make, and serial number of the bicycle.

Each bicycle retailer shall furnish a report to the Police Department within 10 days after the end of each calendar month as to all licenses issued and shall account for all funds collected. Each such retailer at the same time shall furnish information regarding each bicycle sold, but not licensed, including all information furnished for licensed bicycles.

Each person engaged in the business of purchasing or acquiring used bicycles, in addition to all the other requirements of this article, shall furnish a monthly report to the Police Department as to each used bicycle so acquired, including the name and address of the person from whom it was acquired, the consideration for the acquisition, and all other obtainable information required for licensing the bicycle.

(a) 
It shall be unlawful for any person to tamper with, destroy, mutilate, or alter any registration certificate issued pursuant to the provisions of this article.
(b) 
It shall be unlawful for any person to remove, destroy, mutilate, or in any way alter or tamper with any bicycle license issued pursuant to the provisions of this article.
(c) 
It shall be unlawful for any person to remove, alter, or mutilate the serial number of any bicycle frame licensed pursuant to the provisions of this article.
