For the purposes of this chapter, "public card room" shall mean any place open to the public where cards are played for money, checks, chips, credit, or other representatives of value, whether any compensation or reward is charged for such playing or not.

No person under the age of 21 years shall be in, remain in, enter, or visit any public card room unless such minor person is accompanied by one of his parents or his guardian. No owner or person in charge of any public card room shall permit any person under the age of 21 years to be in, remain in, enter, or visit such place unless such minor person is accompanied by one of his parents or his guardian.

No person in charge of any public card room shall drink, or permit any other person to drink, any alcoholic beverage therein. No person in charge of any public card room shall permit any intoxicated, quarreling, or disorderly person to remain in such place.

No person in charge of any public card room shall keep such room open, or permit any game to be played therein, from 1:00 a.m. on any day until 9:00 a.m. of the same day. No person in charge of any public card room shall permit any person, except the owner, manager, proprietor, or person in charge thereof, or employees thereof, to be or remain in such public card room from 1:00 a.m. on any day until 9:00 a.m. on the same day.

No person shall keep, conduct, or maintain a public card room or knowingly permit any building, room, or place owned by him or her or under his charge or control to be used as a public card room, except that this section shall not apply to the keeping, conducting, or maintaining of a public card room for which there is, on May 11, 1966, a valid and unrevoked public card room license issued by the City prior to April 11, 1966.

The public card room license in effect on April 11, 1966, shall be valid only for operation at 960 East Ojai Avenue and only for the operator stated in the license on April 11, 1966, and shall not be transferred to any other place or person.
