A. 
The following connections are prohibited, except as provided in § 226-81D below:
(1) 
Any drain or conveyance, whether on the surface or subsurface, that allows any nonstormwater discharge including sewage, process wastewater, and wash water to enter a regulated small MS4 or to enter waters of this commonwealth, and any connections to the storm sewer from indoor drains and sinks; and
(2) 
Any drain or conveyance connected from a commercial or industrial land use to the MS4 which has not been documented in plans, maps, or equivalent records, and approved by the Borough.
B. 
No person shall allow, or cause to allow, discharges into a regulated small MS4, or discharges into surface waters of this commonwealth, which are not composed entirely of stormwater, except (1) as provided in § 226-81D below and (2) discharged allowed under state or federal permit.
C. 
No person shall place any structure, fill, landscaping or vegetation into a SWM facility or within a drainage easement that will limit or diminish the functioning of the facility in any manner.
D. 
The following discharges are authorized unless they are determined to be significant contributors to pollution of a regulated small MS4 or to the waters of this commonwealth:

(1) 
Discharges or flows from firefighting activities.
(2) 
Discharges from potable water sources including water line flushing and fire hydrant flushing if such discharges do not contain detectable concentrations of total residual chlorine (TRC).
(3) 
Noncontaminated irrigation water, water from lawn maintenance, landscape drainage and flows from riparian habitats and wetlands.
(4) 
Diverted stream flows and springs.
(5) 
Noncontaminated pumped ground water and water from foundation and footing drains and crawl space pumps.
(6) 
Noncontaminated HVAC condensation and water from geothermal systems.
(7) 
Residential (i.e., not commercial) vehicle wash water where cleaning agents are not utilized.
(8) 
Noncontaminated hydrostatic test water discharges if such discharges do not contain detectable concentrations of TRC.
(9) 
Air conditioning condensate.
(10) 
Springs.
(11) 
Pavement wash water where spills or leaks of toxic or hazardous materials have not occurred (unless all spill material has been removed) and where detergents are not used.
(12) 
Dechlorinated swimming pool discharges.
(13) 
Uncontaminated groundwater.
(14) 
Water from individual residential car washing.
(15) 
Routing external building wash down (which does not use detergents or other compounds).
(16) 
Rising groundwater.
E. 
In the event that the Borough or DEP determines that any of the discharges identified in § 226-81D above significantly contribute to pollution of the waters of this commonwealth, the Borough or DEP will notify the responsible person(s) to cease the discharge.
F. 
Disposal of animal waste in storm drains or in a manner which shall allow animal waste to enter a stormwater management facility is prohibited. Disposal of animal waste in any Borough compost facility is prohibited.

No person shall modify, remove, fill, landscape, or alter any SWM BMPs, facilities, areas, or structures without the written approval of the Borough.
