Through professionalism, dedication, integrity, and training it is the purpose and mission of the Fire Department of the Village of Horseheads, also known as "Horseheads Fire Department," to work to protect the lives and property of the residents and visitors of the Village of Horseheads. The Fire Department endeavors to protect and preserve the health of its members and to return the Department's personnel safely to their families, the vehicles, equipment and apparatus safely to the Fire Department and Fire Company while providing fire-protection services, emergency medical services, and fire prevention education.
A. 
Proper rules and regulations are essential for the preservation and good conduct of any well-run organization. Pursuant to Village Law § 4-412, Village Law Article 10, and Not-for-Profit Corporation Law (N-PCL) § 1402, the Board of Trustees of the Village of Horseheads shall have the authority to exercise any right or discharge any obligation conferred by law upon a Board of Fire Commissioners, as there is no Board of Fire Commissioners in the Village of Horseheads, and also the Council of the Fire Department. The Board of Trustees shall in particular have the right and authority to exercise any right of the chiefs, line officers, executive officers and membership referenced under the bylaws; however, only as relates to the Fire Department of the Village. This is to be contrasted with such rights and authorities of those individuals and bodies pursuant to the certificate of incorporation and bylaws of the Fire Company.
B. 
These rules and regulations shall be considered the bylaws of the Fire Department as provided for in Village Law § 10-1012.
As used in this chapter, the following terms shall have the meanings indicated:

Chief of the Fire Department.
CHIEF OFFICERS
Chief, first Assistant Chief, Second Assistant Chief, Third Assistant Chief of the Fire Department.
COMPANY or FIRE COMPANY
Horseheads Fire and Rescue Company, Inc.
DEPARTMENT or FIRE DEPARTMENT
Horseheads Fire Department also known as Fire Department of the Village of Horseheads.
EXECUTIVE OFFICERS
President, Vice President, Secretary, Treasurer, and Assistant Treasurer of the Company.
FIRE COMMISSIONERS
Village of Horseheads Board of Trustees.
FIRE DEPARTMENT
Horseheads Fire Department also known as Fire Department of the Village of Horseheads.
FIREMATIC
Of or relating to firefighters or to firefighting.
LINE OFFICERS
Captain and Lieutenants of the Company.
MEMBER
An active firefighter of the Fire Department. May be a lifetime member, but cannot be a social member or honorary member.
OFFICER IN CHARGE AT THE SCENE
The first Fire Department member to arrive at the scene of an incident shall be known as the "officer in charge." Depending upon the scope of emergency, command may be passed to another member, chief officer or line officer who shall then become the officer in charge.
