For the purpose of promoting the public health, safety, welfare and morals of the town, the Town of Cato, exclusive of the areas covered by the incorporated Village of Cato and Village of Meridian, is hereby divided into the following types of districts:
A. 
Residential Zoning District (R) - The purpose of the Residential Zoning District is to allow for future development of residential housing and neighborhood services in areas with an existing higher density of residential development, while maintaining the general rural character of the Town. The intent of the Residential Zoning District is to provide for future residential development in areas that have already been experiencing a pattern of more dense development than elsewhere in the Town. This district will also provide for a greater mix of housing types and densities leading to more housing choices for residents of all ages and income levels.
B. 
Agricultural Zoning District(A) - The purpose of the Agricultural Zoning District is to accommodate the continued use of existing farms or the establishment of new farms while allowing for low-density residential development in areas of the Town where open space is important, both for the purposes of farming and to maintain the rural character of the community. The intent of the Agricultural Zoning District is to protect the rural agrarian character of the Town by limiting the number of new housing permits issued for non-farm related housing. While some new growth is expected over time, new single-family housing development should primarily occur in the Residential Zoning District.
C. 
Waterfront residential zoning district (W) — The purpose of the Waterfront Residential Zoning District is to allow for residential development and recreational opportunities along Cross Lake and other waterfront locations in the Town of Cato suitable for this type of development. The district also serves to protect waterfront ecosystems, and preserve the natural and aesthetic beauty of the waterfront for all residents of the community to enjoy.
D. 
Planned development zoning district (PDD) - In Planned Development Zoning Districts, land and buildings may be used for any lawful purpose as authorized by the Town Board in accordance with procedures established in Article IX. The Planned Development District (PDD) is designed to provide flexible land use and design regulations through the use of performance criteria so as to encourage maximum efficiency in development in a manner compatible with existing land uses and environmental constraints. Where deemed appropriate to achieving these objectives, the Town Board may replace the use and dimensional specifications elsewhere stated in this chapter with those set forth as part of a particular plan reviewed according to the terms of the PDD approval process, and the approved plan shall become the basis of control for development of the PDD.
Said districts are bounded and defined on the map entitled "Zoning Map of the Town of Cato," adopted and certified by the Town Clerk. This map, with all explanatory notes thereon, is hereby made part of this chapter.[1]

Where uncertainty exists with respect to the boundaries of any of the aforesaid districts as shown on the Zoning Map, the following rules shall apply:
A. 
Where district boundaries are indicated as approximately following the center lines or street lines of streets, or center lines or highway right-of-way lines of highways, such center lines, street lines, or highway lines shall be construed to be such boundaries.
B. 
Where district boundaries are so indicated that they approximately follow the lot lines, such lot lines shall be construed to be said boundaries.
C. 
Where district boundaries are so indicated that they are approximately parallel to the center lines or street lines of streets, or the center lines or right-of-way lines of highways, such district boundaries shall be construed as being parallel thereto and at such distance therefrom as shall be determined by the use of the scale shown on the Zoning Map, or as indicated by a label drawn on the Zoning Map.
D. 
Where the boundary of a district follows a stream, lake or other body of water, said boundary shall be deemed to be the limit of the jurisdiction of the Town of Cato.
E. 
In case of further uncertainty as to the true location of a zoning district boundary line in a particular instance, the Zoning Board of Appeals shall determine the location of such boundary.
