There is hereby established an advisory committee which shall be known as the "Bordentown City Trails Committee."
A. 
The Bordentown City Trails Committee shall serve in an advisory capacity to the City Administration, the Board of Commissioners, and all other City committees and subcommittees to provide guidance on the enhancement, development and maintenance of trails within the City of Bordentown.
B. 
The Bordentown City Trails Committee may provide advice and recommendations on the following:
(1) 
Enhancing and extending existing trails;
(2) 
Ensuring compatibility and consistency with existing trails;
(3) 
Connecting trails to other trails in neighboring communities;
(4) 
Guidance on new trails and reestablishing former trails; and
(5) 
Development of a maintenance plan for new and existing trails.
C. 
As an advisory committee, the Bordentown City Trails Committee may identify possible funding, such as grants, to maintain and construct trails, signage, and other amenities. Applications for grants and other funding must be done in coordination with the City Administration.
A. 
The Bordentown City Trails Committee shall consistent of a minimum of a Chairperson appointed by the Board of Commissioners, as well as at least four members appointed by other City committees.
B. 
A member of the City Administration shall serve as liaison between the Bordentown City Trails Committee and the City.
C. 
The members of the Committee shall serve without compensation.
D. 
No member may act on any matter in which the member has, either directly or indirectly, any personal or financial interest.
A. 
All members shall serve for a one-year term.
B. 
Vacancies. If a vacancy occurs in any class other than by expiration of term, it shall be filled by an appointment as provided for the unexpired term.
C. 
Removal from the Committee. Any member, after a public hearing, if he/she shall request one, may be removed by the Board of Commissioners for cause.
D. 
Officers.
(1) 
The Committee shall, at its first organizational meeting, and at each annual reorganizational meeting thereafter, elect a Chairperson and Vice Chairperson from among its members and select a Secretary, who may or may not be a member of the Committee or a municipal employee.
(2) 
The Board of Commissioners shall provide for the Bordentown City Trails Committee in its budget and shall appropriate funds for its expenses. The Bordentown City Trails Committee shall not, however, exceed, exclusive of gifts or grants, the amounts appropriated by the Board of Commissioners for its use.
