Classified, temporary, and part-time service employees engaging in outside employment should do so in accordance with their particular department's regulations. Before engaging in outside employment, full-time exempt employees other than the City Administrator shall have their outside employment approved by the City Administrator. Any outside work to be performed by the City Administrator must first be approved by the Board of Aldermen. Employees shall not engage in or accept employment or render any service for private interest when such employment or service is incompatible or creates a conflict of interest with official duties with the City.

An employee may not directly or indirectly make use of, or permit others to make use of, confidential information acquired by virtue of employment with the City. During employment and after employment ceases, an employee shall not disclose the City's confidential information to any third party.

A. 
An employee shall not accept gifts or gratuities from organizations, business concerns, or individuals with whom he or she has official relationships on business of the City government. These limitations are not intended to prohibit the acceptance of small and consumable articles such as food.
B. 
It is particularly important that all employees refrain from relationships, which might be construed as evidence of favoritism, coercion, unfair advantage, or collusion.

A. 
City employees are encouraged to exercise their right to vote, but no employee shall make use of work time or equipment to aid a political party, or political cause or use his/her City position to persuade, coerce or intimidate any person in the interest of a political candidate, political party or political cause. Employees may not display on their person during work hours or in their work area any buttons or literature which supports or endorses a political candidate, party, or cause.
B. 
No City employee, including all full-time, part-time and seasonal employees, may participate in, or assist any candidate, seeking elective office with the City except by casting their individual ballot.
C. 
Any City employee who becomes a candidate for any elective office in the City of Glendale shall immediately forfeit his/her position with the City.
D. 
Prior to any City employee becoming a candidate for or accepting appointment to an elective position with a political subdivision other than the City of Glendale, such employee shall immediately place on file with the department head and City Administrator a statement which includes the following: That no City time or equipment will be used in the campaign or in carrying out the responsibilities of that elective office, and that steps have been taken to assure that the employee's City job will be carried out effectively both during the campaign and for the duration of the incumbency. The City Administrator shall determine if there is any incompatibility with his/her employment with the City.
E. 
No employee shall seek election to or accept appointment to a position, which is incompatible with his/her employment with the City.
F. 
Any willful violation, or violation through culpable negligence, of any of the above prohibitions shall be sufficient grounds for the discharge of any employee guilty of such violation.
G. 
In accordance with Section 67.145, RSMo., the City's policies regarding political activities of employees shall not prohibit any first responder from engaging in any political activity while off duty and not in uniform, being a candidate for elected or appointed public office or holding such office unless such political activity or candidacy is otherwise prohibited by State or Federal law.

A. 
The proper operation of democratic government requires that public officials and employees be independent, impartial and responsible to the people; that government decisions and policy be made in the proper channels of the governmental structure; that public office not be used for personal gain; and that the public have confidence in the integrity of its government. In recognition of these goals, there has been established by the Board of Aldermen a code of ethics for all employees of the City of Glendale (the "City"). Public employees are bound to uphold the State and Federal constitutions and to carry out impartially Federal, State, County and City law and thus to foster respect for all government. They are bound to observe in their official acts the highest standards of morality and to discharge faithfully the duties of their office, regardless of personal considerations, recognizing that the public interest must be their primary concern. Their conduct in both their official and private affairs should be above reproach.
B. 
The purpose of this Section is to establish ethical standards of conduct for all employees by setting forth those acts or actions that are incompatible with the best interests of the City and by directing disclosure by such employees of private financial or other interests in matters affecting the City. The provisions and purpose of this Section and such rules and regulations as may be established are hereby declared to be in the best interests of the City. This Policy shall apply to all employees of the City.
C. 
An employee of the City shall:
1. 
Practice high moral principals in all aspects relating to activities of the City, and in personal relationships that could reflect upon the integrity of the City.
2. 
Strive to protect and enhance the reputation of the City and its employees, remembering that City employees are public servants.
3. 
Treat all citizens equally with courtesy and impartially, and refrain from granting any special advantages to any citizen beyond what is available to all citizens.
4. 
Avoid the appearance of impropriety by refraining from engaging in conduct that makes his or her decisions appear to have been unduly influenced by others rather than being arrived at independently. All employees should avoid the appearance of impropriety. Decisions should be arrived at independently from undue influence and pressure based on personal relationships and affiliations.
5. 
Keep confidential all information acquired by reason of one's position, which may be used for personal or financial gain for the employee or other persons.
6. 
Avoid receiving, soliciting, or otherwise obtaining anything of material value from any individual which may reasonably be viewed as intended to influence the performance of official duties.
7. 
Engage in no business with persons or entities of a governmental nature, either directly or indirectly, which is inconsistent with, or may be construed as a conflict of interest, with the performance of his or her governmental duties.
8. 
Avoid real or potential conflicts between private and public duties, remembering that the public interest must be the principal concern.
9. 
Not knowingly assist in the sale of any goods or services by permitting his or her endorsement of the goods or services to be used for advertising purposes without the express written consent of the City Administrator.
10. 
Never practice favoritism through the dispensation of special favors or privileges to anyone, whether for remuneration or not; never accept for himself or herself or his or her family, favors or benefits induced by reason of City employment.
11. 
Refrain from securing special privileges or exemptions for himself or herself or for his or her family or other persons that are not available to all citizens.
12. 
Declare to the appropriate authority the nature and extent of any financial or personal interest in a City contract or other legislation, when participating in discussions or giving an official opinion of the matter.
13. 
Use City vehicles, equipment, supplies, or property only for City work, and not for personal benefit or profit, except when it is available to the public generally or provided by administrative regulations.
14. 
Recognize that personal profit by misuse of public time is dishonest.
15. 
Commit himself or herself to industrious work; giving a full day's labor for a full day's pay and bring to the performance of his or her assigned duties an earnest effort and attitude of cooperation.
16. 
Seek to promote harmony among fellow employees and encourage an atmosphere of cooperation and teamwork.
17. 
Seek to find and employ more efficient and economical methods of accomplishing tasks.
18. 
Handle all matters of personnel on the basis of merit, with impartiality and fairness.
