A.
Purpose. This district is established in recognition of the topographic characteristics of the land so designated and its predominant use for residential and agricultural purposes.
B.
Permitted uses.
(1)
Farm.
(2)
One single-family detached dwelling per lot.
(3)
Community residence for the developmentally disabled, community shelter for victims of domestic violence, community residence for the terminally ill, and community residence for persons with head injuries.
(5)
Family day-care home.
(6)
Municipal parks and playgrounds.
(7)
Accessory uses and structures incidental to a single-family detached dwelling or a farm, including the sale of farm products from a farm stand on a farm and including a home office, as defined in Article I, in conjunction with a single-family detached dwelling.
(8)
Groundwater remediation structures and equipment.
(9)
The taking in of not more than two roomers or boarders within a dwelling, provided no cooking takes place within the guest room(s), and further provided that the dwelling remains its owner's principal residence.
(10)
Elder cottage housing opportunities (ECHO) units shall be a permitted accessory use, subject to the following provisions:
(a)
ECHO units must be located on a property containing a single-family dwelling that meets the minimum lot size requirement provided in § 50-203.
(c)
The maximum impervious surface coverage for single-family residential properties containing an ECHO unit shall be 17%.
(d)
The maximum height of ECHO units shall be one story and 18 feet. ECHO units must have a pitched roof.
(e)
The maximum floor area of an ECHO unit is limited to 500 square feet.
(f)
ECHO units shall contain, at a minimum, a living/sleeping space, cooking facilities, a kitchen sink, and complete sanitary facilities for the exclusive use of its occupants ECHO units shall contain no less than two rooms, one of which shall be a full bathroom.
(g)
No parking is required for ECHO units.
(h)
Occupants of ECHO units must be income qualified affordable households. No more than two occupants are permitted to live within an ECHO unit.
(i)
ECHO units must remain affordable for 10 years. A deed restriction will be required to be recorded against the property.
(j)
A maximum of five ECHO units are permitted in the R-1 Zone.
E.
Uses prohibited in R-1 Zone: any use not specifically permitted.
