The provisions of this chapter are intended to apply to all boards,
committees or commissions where the members are appointed by the Mayor and/or
the Township Committee, whether such appointments are made pursuant to a township
resolution or ordinance or state statute.
No member of any appointed board, committee or commission of the Township
of Lacey, whether paid or unpaid, shall, directly or indirectly, engage in
any business transaction, public or private, or shall have a financial or
personal interest in any matter which conflicts with the official duties of
that member.
No member of any appointed board, committee or commission of the Township
of Lacey, whether paid or unpaid, shall accept other employment or professional
fees, or the promise thereof, which conflict with the performance of his official
duties or which tend to impair his independent or impartial judgment or action
in the exercise or performance of his official duties. Neither shall he become
involved, directly or indirectly, in any business or business transaction
or hold any investment in any securities which would impair, or reasonably
tend to impair, his judgment or action in the exercise or performance of his
official duties. Nothing contained herein shall be construed to prohibit any
bona fide investments in securities traded on a securities exchange registered
as national securities exchange under the Federal Securities Exchange Act
of 1934, in shares of an investment company registered under the Federal Investment
Company Act of 1940 or in securities of a public utility holding company registered
under the Federal Public Utility Holding Company Act of 1935.

No member of any appointed board, committee or commission of the Township
of Lacey, paid or unpaid, shall represent any private interest before any
committee, board or agency of the Township of Lacey or any court of law where
such interest being represented is, or would be, in conflict with that of
the township. Nothing herein contained, however, shall prevent any member
of any board, committee or commission of the Township of Lacey from representing
his own interest before any committee, board or agency of the township or
in any litigation in which the township is a party.
A member of any appointed board, committee or commission of the Township
of Lacey, paid or unpaid, who has a direct or indirect financial interest
in any transaction or contract with the Township of Lacey shall refrain from
voting, deliberating upon or participating in or upon any proposed action
connected with such transaction or contract, and he shall disclose publicly,
on the official records of the township, the nature of such interest.
