There are hereby created the positions of Dog Warden, Assistant Dog
Warden and Animal Shelter Attendant in the Board of Health of the Township
of Lacey.
The qualifications for the positions of Dog Warden and Assistant Dog
Warden shall be at least six (6) months' prior experience in the handling
and control of dogs and other small animals; the ability to read and write
the English language; possession of a valid New Jersey driver's license; the
ability to work harmoniously with others; the ability to be firm but pleasant
in enforcing the ordinances and statutes pertaining to dogs; the ability to
show great judgment; and the ability to make a clean and neat appearance.
The duties of the Dog Warden shall be to patrol the streets of the township
in order to seize and impound stray dogs and dogs running at large or unrestrained;
to remove dead and injured small animals from the streets; to investigate
reports of animal biting incidents and to place the animals under quarantine
as required by state law; in cases where the biting animal dies before or
during the quarantine period, to remove the head of the animal and cause it
to be transported and delivered to the New Jersey State Department of Health
Laboratory in Trenton; to investigate complaints against dogs and take appropriate
action; to sign complaints and appear in court and give testimony; to operate
such a motor vehicle as may be furnished for catching dogs and to keep said
motor vehicle and its cages clean and in a sanitary condition; to supervise
the operation of the Animal Shelter, if such a shelter is provided by the
Board of Health; to maintain the animal pens and cages in a sanitary condition;
to enforce state statutes and local ordinances relating to dogs and rabies
control and dog licensing; to assist in the rabies vaccination clinics conducted
under the auspices of the Board of Health; to keep records and make reports;
and to perform other related work as required.
The Assistant Dog Warden, under the supervision and direction of the
Dog Warden, shall assist in the performance of any and all of the duties and
responsibilities of the Dog Warden, and perform the duties of the Dog Warden
during his absence.
The Animal Shelter Attendant shall, under the supervision and direction
of the Dog Warden, clean and maintain in a clean condition the cages, pens
and equipment in the Animal Shelter and its surroundings; assist in the handling
of small animals at the shelter; and perform other related work as required.
The qualifications for the position of Animal Shelter Attendant shall
be the ability to handle small animals, to follow orders and directions and
to read and write the English language.
The annual salary for the positions of Dog Warden, Assistant Dog Warden
and Animal Shelter Attendant of the Board of Health of the Township of Lacey
shall be determined from time to time by the Township Committee and shall
be paid in accordance with the provisions of the Salary Ordinance of the Township
of Lacey.
The normal workweek for the positions of Dog Warden, Assistant Dog Warden
and Animal Shelter Attendant shall be forty (40) hours and, because of the
nature of the work and the necessity of the Animal Shelter to be open at hours
convenient to the general public, employees may be required to work evenings,
Saturdays, Sundays and holidays, for which time shall be computed as part
of the normal forty-hour workweek. For work over and above forty (40) hours
per week, pay shall be computed at time and one-half for each hour or fraction
of the hour of work.

There is hereby created the position of Secretary to the Board of Health.
The duties of the Secretary to the Board of Health shall be as follows:
A. To attend all regular and special meetings of the Board
of Health and take minutes of said meetings and to record the minutes of the
meetings in the book of minutes of the Board of Health.
B. To prepare reports, keep records and handle such correspondence
as the Board from time to time may direct.
C. To prepare an agenda for each meeting and distribute
copies of same to the Board members prior to the meeting.
D. To certify and attest to all copies of Board of Health
ordinances, resolutions, rules and regulations, minutes of the Board meetings,
public notices and all other documents requiring certification by the Secretary
to the Board of Health.
E. To retain custody of the seal of the Board of Health.
The annual salary for the Secretary to the Board of Health shall be
determined from time to time by the Township Committee and shall be paid in
accordance with the provisions of the Salary Ordinance of the Township of
Lacey.
