The Village of Oxford may convert for village use one percent (1%) of
its unclaimed abandoned vehicles, those with number plates affixed and/or
those valued at more than seven hundred fifty dollars ($750.), or two (2)
such vehicles, whichever is greater, within a calendar year.

As used in this definition, the following terms shall have the meaning
indicated:
IMPROPER VEHICLE
Any device capable of transporting people by other than muscle power
and/or required to be registered by the State of New York for proper operation
as the device is intended to be used and which is not so properly documented
for said use and which said device is located on property in public view.
Devices that are in such locations during the normal course of the operation
of properly established businesses are exempt.
The owner of property, lessee of property, the person in charge of property
or the owner of said devices located in the Village of Oxford shall not have
an improper vehicle on said property in public view, nor numerous components
thereof.
Exemptions shall be as follows:
A. Improper vehicles housed within the confines of a structure.
B. Improper vehicles covered in entirety by a suitable covering
designed for the same.
C. Improper vehicles for which a permit has been obtained,
indicating the location for which it is to be held, the owner and contact
number and for which a fee of ten dollars ($10.) has been rendered for a period
of six (6) months for the purpose of restoration, temporary storage or sale.
A permit for an extension of one (1) month at a time for an additional fee
of five dollars ($5.) per month may be granted by approval of the Village
Board.
Each violator shall be sent a letter of notice of the violation. A grace
period of ten (10) days shall be given from the date of mailing of the letter
of notice, in which to remove the improper vehicle or to obtain a permit.
Upon completion of the grace period, if said person has not removed the improper
vehicle nor obtained a permit, said person shall be subject to citation for
the violation and shall be subject to a maximum fine of two hundred fifty
dollars ($250.) or imprisonment for not more than fifteen (15) days, or both,
and may be subject to having the improper vehicle removed by persons chosen
to complete said task at the expense of the violator. Each day after the grace
period shall be deemed a separate violation.
