A. 
The Board of Trustees finds that the operation of recreational vehicles within the confines of close quarter homes in the village:
(1) 
Is harmful and detrimental to the health, welfare and safety of its inhabitants.
(2) 
Interferes with the comfortable enjoyment of life, property and recreation and with the conduct and operation of business and industry.
(3) 
Causes nuisances.
B. 
Therefore, the effective control and elimination of unnecessary noise is essential to the furtherance of the health and welfare of the village's inhabitants and the conduct of the normal pursuits of life, recreation, commerce and industrial activity.
As used in this chapter, the following terms shall have the meanings indicated:
RECREATIONAL VEHICLES
Snowmobiles, all-terrain vehicles (both three- and four-wheel types as well as track vehicles), go-carts (manufactured or home made types) or dirt bikes (motorcycles not capable of meeting the requirements of the New York State Vehicle and Traffic Laws for operation on roadways and so registered as such).
A. 
Prohibited acts. It shall be unlawful for any person to operate or for any person to permit the operation of any vehicle as described in the preceding section, within the village limits of Oxford.
B. 
Exceptions. The operation of the preceding vehicles may, at times of justifiable emergencies, or in connection with legitimate agriculture operations, or in the pursuit of law enforcement, be operated on a limited basis to meet those specific purposes.
Any person who shall be found in violation of this chapter shall be fined not more than $250 for each offense or imprisoned for not more than 15 days, or both, for each offense, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues. The Police Department may, in its discretion, confiscate the offending vehicle at the scene of the offense, and the return of said vehicle shall be in the sound discretion of the court.
