Before voting upon the proposed enactment of a local law, the Board
of Trustees shall fix a day, within 30 days after the presentation of a local
law to it, for a public hearing thereon and, within 20 days after such local
law shall have been presented to it, shall cause a notice of the time and
place of such hearing to be given. Such public notice shall be given by the
Village Clerk by causing the same to be published once in the official newspaper
at least three days prior to the day fixed for such hearing. In case there
is at any time no official newspaper, the Board of Trustees shall designate
the manner of giving such public notice. Such notice shall contain the title
of the proposed local law and a brief explanatory statement thereof prepared
by the Clerk and approved by the Village Attorney.
The Board of Trustees shall attend at the time and place appointed for
such hearing, which shall be within the village and reasonable of access and
at a reasonable hour and shall afford an opportunity for a public hearing
concerning such proposed local law.
Proof of publication of such notice of public hearing shall be filed
in the office of the Village Clerk.

Pursuant to the authority granted by the Municipal Home Rule Law, and
in accordance with the provisions set forth therein, § 7-706, Subdivision
2, of the Village Law, as the same shall henceforth apply in the Village of New Hyde
Park, is hereby amended and superseded by the following provisions, which
shall read as follows:
A. Every zoning law and every amendment thereto (including
any map incorporated therein) adopted pursuant to the provisions of the Village
Law and the Municipal Home Rule Law shall be entered in the minutes of the
Board of Trustees, and an abstract or summary thereof (exclusive of any map
incorporated therein) shall be published once in the official newspaper of
the village, and an abstract or summary thereof, together with an abstract
or summary of any map incorporated therein, shall be posted conspicuously
at or near the main entrance to the office of the Village Clerk. Affidavits
of the publication and posting of such abstracts or summaries shall be filed
with the Village Clerk. Such zoning local law shall be filed with the Secretary
of State in accordance with § 27 of the Municipal Home Rule Law
and shall take effect five days after publication and posting as provided
by this subsection, but such local law or amendment shall take effect from
the date of its service as against any person served personally with a copy
thereof, with its full text, as enacted, set forth therein, certified by the
Village Clerk, and showing the date of its adoption and passage and entry
in the minutes of the Board of Trustees.
B. Every abstract or summary of a zoning local
law or amendment thereto (including any map incorporated therein) required
to be published or posted under the provisions of this subsection shall include
a notice that the full text of same is on file with, and a true, complete
copy of same may be obtained from, the office of the Village Clerk during
regular business hours.
