Regular meetings of the ECC are to be held monthly at the Town Hall
at a consistent time and day decided annually by the ECC and shall be open
to the public. Special meetings may be called by the ECC Chair no less than
24 hours before the meeting time.
Decisions shall be made by a majority vote of a quorum of ECC members.
Five members shall constitute a quorum. Members unable to attend a meeting
where a decision will be made may vote on that decision by telephone during
the meeting, or by electronic mail to all officers no later than 12 hours
prior to the meeting time, or by assigning their proxy to another ECC member,
in a printed document or by electronic mail to all officers, no later than
12 hours prior to the meeting time.
The Secretary shall attend and keep minutes of regular meetings and
circulate these for approval to all other members. Upon approval, minutes
will be submitted for posting, or posted directly , to the Town Web site in
a timely fashion. An ECC officer may request and designate an acting secretary
for the purpose of keeping minutes, should the need arise, with approval of
the ECC membership.
A deliberate effort shall be made to include the community in the work
of the ECC and communicate ECC activities to the community.
