The procedures, standards and specifications
contained in these regulations, when deemed necessary, may from time
to time be amended, changed, supplemented or modified.

The Town Council, upon receiving the recommendation
of the Planning Commission concerning the adoption of any amendments
or changes, shall hold a public hearing, giving 15 days' notice of
said hearing in a newspaper of general circulation. In the case of
proposed amendments to this chapter initiated by the Town Council
and referred to the Planning Commission for recommendation, the Planning
Commission shall have 90 days from its first regularly scheduled monthly
meeting after referral by the Town Council to provide its recommendation.
Failure of the Planning Commission to report a recommendation within
90 days shall be deemed a favorable recommendation.
The Town Council, after considering the recommendation
of the Planning Commission, other agencies and interested parties,
shall approve, disapprove, or modify the proposed changes and amendments.
Such decision shall be binding upon the Planning Commission and all
parties affected by the regulations.
