Pursuant to the provisions of the Sewerage Authorities Law, Chapter 138 of the Laws of 1946, as amended and supplemented (Chapter 14A of Title 40 of the New Jersey Revised Statutes), there is hereby created a public body corporate and politic under the name and style of the Township of "Franklin Sewerage Authority."
The Township of Franklin Sewerage Authority shall consist of five members who shall be residents of the Township and shall be appointed by resolution of the Council in accordance with the provisions of the Sewerage Authority Laws and for the terms therein specified; and the Township of Franklin Sewerage Authority may reimburse its members for necessary expenses incurred in the discharge of their duties.

In addition to the regular members of the Franklin Township Sewerage Authority, there may be appointed two alternate members. If alternate members are appointed, the following shall apply. Alternate members shall be designated as "Alternate No. 1" and "Alternate No. 2," which members shall serve during the absence or disqualification of any regular member or members. The order in which such alternates shall serve shall be Alternate No. 1 and then Alternate No. 2. The initial terms of the alternates shall be Alternate No. 1, five years, and Alternate No. 2, four years. The terms of said alternate members shall commence on the day of their appointment and shall expire on the fourth or fifth January 31 next ensuing after the date of their appointment, as the case may be. Alternate members may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member. A vote shall not be delayed in order that a regular member may vote instead of an alternate member.
The Township of Franklin Sewerage Authority created by § 70-1 is a Sewerage Authority as contemplated and provided for by the Sewerage Authorities Laws and shall have and exercise all of the powers and perform all the duties provided for by the Sewerage Authorities Law and all other statutes heretofore or hereafter enacted and applicable thereto.
