All horses, cattle, swine, goats, domestic and
other fowl and animals found running at large within the Township
may be taken by any person to the public pound, whereupon it shall
be the duty of the Animal Control Officer to receive and confine any
such horses, cattle, swine, goats, domestic or other fowl and animals
until it or they shall be lawfully sold or redeemed.

If the owner of any horses, cattle, swine, goats,
domestic or other fowl or animals impounded shall apply to the Animal
Control Officer for the redemption thereof and shall tender to him
the legal fee for letting out each animal impounded, in addition to
the legal fees for keeping and feeding the same, then, upon the receipt of such sum or sums by the Animal
Control Officer, such animal or animals shall be surrendered and delivered
to the owner thereof.

A. All impounded livestock not redeemed by the owner
or owners within seven days after they are impounded shall be placed
for adoption.
B. All other impounded animals not redeemed by the owner
or owners within seven days after they are impounded may be adopted
for the sum of $20, and all proceeds shall be immediately delivered
to the Chief Financial Officer of the Township of Franklin.
No person shall rescue or attempt to rescue
any horses, cattle, swine, goats, domestic or other fowl and animals
that shall have been found running at large from the custody of any
person who shall be driving or taking the same to the pound or shall
break open or attempt to break open any public pound within the Township
or shall take or let out any animal impounded therein.
The keeping of any pen or enclosure for fowl,
goats, swine or other animals or of any slaughterhouse, tannery, piggery
or factory in such a manner that offensive odors emanate therefrom
to the detriment or discomfort of persons in the neighborhood thereof
is declared to be a nuisance.
