As used in this chapter, the following terms
shall have the meanings indicated:
AUXILIARY BUILDING NUMBER
A number designation for a cluster of units sharing common
walls within a subdivision, i.e., an apartment complex, townhouse
complex, mall, commercial or industrial building, corporate complex,
etc., subdivided so as to accommodate several tenants.
BUILDING
A house, residence, dwelling, store, recreational facility,
or other structure used for residential, commercial or public purpose
which has frontage on, or access to, a street in the Township.
BUILDING NUMBER
A number designation existent or assigned to a dwelling unit,
commercial building or industrial building in the Township.
STREET
Any paved or unpaved road, highway, avenue, lane, pedestrian
mall, alleyway, or cartway for the passage of motor vehicles and pedestrians
and located within the borders of the Township.

A. The Chief of Police and/or his/her designee is empowered
to assign building numbers and auxiliary building numbers for all
properties henceforth constructed in the Township following the effective
date of this chapter.
B. The Chief of Police and/or his/her designee is empowered
to assign building numbers and auxiliary building numbers for those
existing properties without said numbers and to renumber properties
within the Township where deemed to be in the best interest of public
safety.
C. The Chief of Police and/or his/her designee shall review the names and numbers assigned to municipal and private streets within the municipality and the numbering of properties and buildings within the municipality to determine if the assignment of names and numbers conforms with the guidelines established in §
121-3.
D. Upon completion of the review, the Chief of Police
and/or his/her designee shall determine what changes, if any, are
necessary in the naming or numbering of the municipal or private streets,
or in the numbering of properties or buildings in order to effectuate
the provisions of this chapter.
E. Any changes which are made pursuant to the provisions of Subsections
C and
D of this section shall be reflected on the appropriate Municipal Tax and House Numbering Maps and the 9-1-1 Maps for inclusion in the 9-1-1 database.

A. The owner of any building or occupied lot for which
an official property number is designated and assigned shall be required
at his/her own expense to place the official number at a point near
where the driveway enters the street, or in such a manner that the
number is easily visible from the street, or both.
B. All building and property numbers shall be a minimum
three inches high, and reflective numbers are highly encouraged.
C. In those cases where more than one building exists
on a lot or private road, land, or way, an address sign shall be placed
near the point of access to the street showing the official number
designation of each building located upon the lot or private roadway.
Each building shall also have the number designation clearly posted
in front of or on the structure.
D. The cost of erecting and maintaining an address sign
shall be borne by the owners of the buildings who are also responsible
for notifying any tenants of their official 9-1-1 locatable address.
E. The Township shall reserve the right to require posting
of signs at curbside and on the building, where deemed necessary in
the best interest of public safety.
F. In the event the property owners fails and/or refuses
to number his/her property, the Township shall provide written notice
of such failure to comply to the owner of the property. The owner
shall remedy the violation within 10 days of such notice.

A. One correct name shall be used for each street in
Franklin Township and where two separate and noncontiguous streets
within the Township have the exact same name, a distinctive prefix
or suffix shall be assigned to distinguish the streets, or a new name
shall be assigned to one street.
B. If two existing streets have names that have resulted
in confusion due to any similarity, and a name change is not practical,
the property numbering on the streets shall be made to contrast significantly
as an added safety measure. Numbering by the mile post system may
be used as an alternative, if applicable.
C. Each property with frontage on or access to any street
shall be assigned an official property number, except where one or
more buildings or lots are located on an unnamed private road, lane
or way having access to a street. In that situation only one official
number shall be assigned, and it shall be based upon the number which
best describes the location of the access point on the street. If
more than one occupied building exists, each building shall be known
as the number assigned, followed by a letter, beginning with "A" and
continuing alphabetically.
D. Official property numbers shall proceed from a logical
point of origin and shall be in proper numerical sequence in relation
to the numbers assigned to other lots with frontage on or access to
the same street.
E. Odd numbers shall be assigned to properties on one
side of a street and even numbers assigned to properties on the other
side of the street with sufficient flexibility so that the numbering
system may accommodate maximum density as allowed by zoning regulations
now in effect. If existing lot frontage is less than the minimum zoned
frontage, the numbering shall compress to accommodate the existing
lot frontage.
F. Upon any subdivision of land in Franklin Township
resulting in lots other than those delineated in the Official Municipal
Tax Map, the Police Department shall assign a property number to each
lot resulting from the subdivision. Any new street shall have a unique
name which shall be registered with the Township 9-1-1 Coordinator
for entry into the database and shall have a street sign erected by
the property owner prior to the issuance of a construction permit.
G. Any individual, corporation or organization granted
a construction permit for a new street and/or development after the
enactment of this chapter shall be responsible for installing and
maintaining, until such street is accepted by the Township, a reflective
street name sign at all intersecting streets that the new street shall
intersect. The street name sign shall also display the numbering sequence
of each intersection block in each direction. All street name signs
shall be manufactured in accordance with the specifications of the
Director of Public Works and shall be consistent with existing street
name sign designs used throughout the Township.
H. If a large lot has more than one available property
number and it contains a building, then the property number that describes
the location of the driveway, or access point shall be assigned.
I. A rural mail box shall have three-inch high numbers on both sides of the mailbox. If the mailbox is remotely located on another street or clustered with several other mailboxes, then a street name and number sign consistent with the provisions of §
121-4G shall be mounted on the mailbox or cluster, and a three-inch high property number shall be posted at the driveway entrance(s).
J. In the event existing building number sequences may
conflict with the provisions of this section, the Chief of Police
and/or his/her designee may, in his/her discretion, permit such existing
sequence to remain where such existing sequences do not substantially
interfere with the 9-1-1 emergency telephone system.
Building number and auxiliary building number
signs required in multiple dwelling projects, corporate parks and
similar complex developments shall be installed in uniform locations
to the extent possible.

At the issuance of the certificate of occupancy
for new buildings within the Township, the Construction Official and/or
his/her designee shall conduct inspections to determine compliance
with these provisions. No certificate of occupancy shall be issued
where the property owner has failed to comply with this chapter.
Building numbers and auxiliary building number
signs, as required by this chapter, shall be periodically maintained,
as needed, to provide continued high visibility The property owner
shall be responsible for said maintenance.

The Chief of Police and/or his/her designee
assigning building numbers shall be responsible for providing a copy
of written notification establishing building numbers or auxiliary
building numbers to the United States Postmaster responsible for the
area in which the property is located.

Any person, firm or corporation who shall violate any provision of this chapter shall, upon conviction thereof, be subject to the penalties as provided in Chapter
1, Article
II, General Penalty, at the discretion of the court. Every day that a violation continues after due notice has been served, in accordance with the terms and provisions hereof, shall be deemed a separate offense.

The provisions of this chapter may be enforced
by any of the following Township personnel, agents or employees:
A. The Township Zoning Officer or his designee;
B. The Township Zoning Inspector or his designee;
C. The Township Fire Official and Fire Inspectors;
D. The Township Construction Official and Uniform Construction
Code Inspectors;
E. Any Township Police Officer; and
F. The Township Manager or his designee.
