No person shall engage in the business of emptying
or cleaning septic tanks, cesspools, privies or any other place used
for the reception or storage of human excrement without a license
to engage in such business issued by the Department of Public Health.
Such licenses shall be valid for a period of one year from the date
of issuance and may be renewed by the Department of Public Health
from year to year. Such license may be revoked for failure of the
licensee to comply with the provisions of this article or any other
municipal regulation or ordinance dealing with the subject of public
health. No license will be issued to any septic tank or cesspool cleaner
until the Franklin Township Sewerage Authority certifies that satisfactory
arrangements have been made by the applicant for the license in regard
to charges or rental fees payable to the Franklin Township Sewerage
Authority for use of sewer facilities.
For the issuance or renewal of a license to
an applicant engaged in the business of cleaning or emptying receptacles
used for the storage and/or reception of human excrement or other
putrescible matter, there shall be a charge of $20 for each vehicle
or conveyance so used.
The Council may limit the number of licenses
issued if, in its opinion, the needs of the Township are being met
with the existing septic tank cleaners.
Any violation of the provisions of this article shall be punishable as provided in Chapter
1, Article
II, General Penalty.
