All restrooms made accessible to the public must be maintained in a
clean and sanitary condition at all times and must be provided with conveniently
located hot and cold running water, hand soap and paper towels or sanitary
drying devices.
All places and premises in this municipality accessible to the public
shall be subject to inspection by the Department of Health officials if they
have reason to believe that any section of this chapter is being violated.
Whenever a violation of this chapter is found, notice in writing shall
be given to the owner thereof to abate the same in such time as shall be specified
therein but not less than 24 hours from the date of service thereof. Said
twenty-four-hour notice may be waived by the Director of Health or his official
designee where serious disease or safety hazards exist or if a pandemic or
public health emergency has been declared by state or federal officials.
The provisions of this chapter shall be enforced by the Department of
Health and its licensed officials.
Any person, firm or corporation who shall violate any provision of this
chapter shall, upon conviction thereof, be subject to a fine of not less than
$50 for the first violation and for any subsequent violations not more than
$500. Every day that a violation continues after due notice has been served,
in accordance with the terms and provisions hereof, shall be deemed a separate
offense.
