No person who owns, possesses, keeps or harbors
a female dog, whether licensed or not, shall suffer or permit her
to run at large or to trespass upon the property of other persons
at any time in which such female dog may be in heat, and any such
female dog running at large in violation of this section shall be
impounded, held and disposed of by the Animal Control Officer as hereinafter
provided for in the case of unlicensed dogs.

A. Leashing of dogs. No person owning, keeping or harboring
any dog shall suffer or permit it to be upon the public streets or
in any of the public places of the Township unless such dog is securely
confined and controlled by a visible leash not more than six feet
long.
B. Violation of this section shall be dealt with in accordance with §§
74-10 and
74-15.

Seizure, impoundment, destruction and adoption of dogs and other animals shall be in accordance with N.J.S.A. 4:19-15.16. Any dog or dogs not licensed pursuant to the provisions of this section or any licensed dog running at large shall be subject to seizure by any police officer, special law enforcement officer, Animal Control Officer or any other person specially appointed for that purpose by the governing body. All dogs seized pursuant to the provisions of this section shall be impounded in the place designated by the governing body as the dog pound and there kept and properly cared for at the expense of the Township for a period of seven days. Within the aforesaid seven-day period, the owner, keeper, harborer or possessor of any dog or dogs seized may redeem the same by paying the Municipal Clerk the sum as provided in Chapter
109, Fees. If, at the end of that period, the dog has not been redeemed or claimed, it shall be the duty of the Animal Control Officer to destroy it in a humane manner or offer it for adoption.

A. No person owning, keeping, maintaining or harboring
a dog shall permit, suffer or allow the dog to bark, cry, whine, howl
or otherwise disturb the peace or quiet of the neighborhood or sleep
of any person for any unreasonable length of time.
B. The habitual barking, howling, whining or crying of
a dog or dogs in the Township is hereby declared to be a disturbing
noise within the meaning of N.J.S.A. 40:48-1(8) and a public nuisance.
