The Planning Board and Board of Adjustment have certain overlapping powers designed to expedite the review process. Their respective responsibilities are as outlined.
A. 
The Planning Board shall have the power to grant subdivision or conditional use approval simultaneously with site plan approval.
B. 
The Planning Board shall have the power to act in lieu of the Board of Adjustment and subject to the same extent and restrictions of the Board of Adjustment on the following matters, but only when the Planning Board is reviewing applications for approval of subdivision plans, site plans, or conditional uses:
(1) 
Grant variances as set out in § 420-7F(1)(c) of this Land Development Ordinance.
(2) 
Direct the issuance of a permit for a building or structure in the bed of a mapped street or public drainageway, flood control basin or public area reserved as set out in § 420-7G(1)(a) of this Land Development Ordinance.
(3) 
Direct, as set out in § 420-7G(1)(b) of this Land Development Ordinance, the issuance of a permit for a building or structure not related to a street.
C. 
Whenever relief is requested pursuant to Subsection B of this section, the public notice shall include reference to the request for a variance or direction for issuance of a permit, as the case may be.
The Board of Adjustment shall have the power to grant, to the same extent and subject to the same restrictions as the Planning Board, site plan, subdivision or conditional use approval when reviewing an application for approval of a use variance as set out in § 420-7G(2) of this Land Development Ordinance.

A. 
Subdivision. All subdivisions, as defined under § 420-6, shall be subject to the review procedures specified herein.
B. 
Major site plan. No nonresidential development, expansion, alteration or change of use shall occur, and/or a construction permit shall not be issued until a site plan has been approved by the applicable board of the Township.
C. 
Minor site plan.
(1) 
Any addition or alteration to an existing conforming nonresidential structure which does not account for more than 400 square feet or 10% additional building square footage, whichever is less.
(2) 
Any decrease in the size of the parking lot or number of parking spaces.
(3) 
Any increase in the parking lot that results in two new spaces or 500 square feet additional square feet of pavement.
D. 
A construction permit for a customary accessory building incidental to farms shall not require site plan approval by the Board of Adjustment or the Planning Board. A site plan application shall be filed together with appropriate fees and maps with the administrative officer.
E. 
Exemptions. A change in use, occupancy or tenancy which involves a permitted principal use in the applicable zone district and which does not require additional off-street parking pursuant to Township ordinance standards is exempt from the requirements of this section but shall obtain a zoning permit in accordance with the requirements set forth in Chapter 470, § 470-44. Exemptions shall not apply to any use which is classified as a conditional use or any proposed change in use, occupancy or tenancy within a building or structure that was approved by the approving authority subject to a condition that requires an amended site plan review and approval for any such change.
