The Village Court is hereby authorized to establish a Traffic Violations Bureau to assist such Court in the disposition of the offenses set forth in §
90-2 of this chapter. Such Court is further authorized to designate the person or persons to be in charge of such Bureau and to designate the hours during which such Bureau will be open.

The Traffic Violations Bureau is authorized
to dispose of the following violations of traffic laws, ordinances,
rules and regulations:
A. Violations of Article
III of Chapter
290, Vehicles and Traffic, or of any traffic rules and regulations of the Village of Scarsdale issued pursuant to the delegation of authority made in such article.
B. Violations of Article
IV of Chapter
290, Vehicles and Traffic, or of any traffic rules and regulations of the Village of Scarsdale issued pursuant to the delegation of authority made in §§
290-4 and
290-30 of this Code.
C. Violations of Article
V of Chapter
290, Vehicles and Traffic, or of any traffic rules and regulations of the Village of Scarsdale issued pursuant to the delegation of authority made in such article.

Any person charged with an offense listed in §
90-2 of this chapter may answer at the Traffic Violations Bureau within a specified time, either in person or by written power of attorney in form as hereinafter prescribed, by paying a prescribed fine and, in writing, waiving a hearing in court, pleading guilty to the charge and authorizing the person in charge of the Bureau to make such a plea and pay such fine in court. Acceptance of the prescribed fine and power of attorney by the Traffic Violations Bureau shall be deemed complete satisfaction for the violation, and the violator shall be given a receipt which so states. If a person charged with such a traffic violation does not answer either as hereinbefore prescribed or by appearing before the Court within the time specified, the Traffic Violations Bureau shall cause a complaint to be entered against him forthwith and a warrant to be issued for his arrest and his appearance before the Court.

Any person who has been, within the preceding
180 days, guilty of a number of parking violations in excess of such
maximum as may be designated by the Court shall not be permitted to
appear and answer to a subsequent violation at the Traffic Violations
Bureau but must appear in court at a time specified by the Bureau.

The Traffic Violations Bureau is not authorized
to deprive a person of his right to counsel or to prevent him from
exercising his right to appear in court to answer to, explain or defend
any charge of a violation of any traffic law, ordinance, rule or regulation.

The Village Court of the Village is hereby authorized to designate the fines to be paid for the offenses listed in §
90-2 of this chapter, which may be satisfied at the Traffic Violations Bureau in the manner hereinbefore stated, provided that such fines are within the limits established as penalties for such offenses, and is further authorized to designate the period or periods of time within which a person charged with such an offense may answer at the Bureau. Notwithstanding the foregoing, the Village Court of the Village is also authorized to double fines to be paid for offenses under §
290-29B, School zones.
The Traffic Violations Bureau shall keep a record
of all such violations of which each person has been guilty, whether
guilt was established in court or in the Bureau, and also a record
of all fines collected and the diposition thereof. Such Bureau shall
also perform such other additional duties and keep such other or additional
records as shall be prescribed by the Court and/or the Board of Trustees.

The written power of attorney to be used by
persons answering charges by power of attorney in the manner hereinabove
prescribed is as follows:
"I, the undersigned, hereby waive a hearing
in court and plead guilty of the traffic violation as charged on the
reverse side hereof and duly constitute the Clerk of the Traffic Violations
Bureau my attorney in fact, authorizing him to appear in court, enter
my plea, and pay my fine. I have been guilty of ____________ other
parking violations within the 90 days preceding the date of this summons.
