A. It shall be unlawful for the owner or operator of
any motor or other vehicle to park said vehicle between the hours
of 8:00 a.m. and 6:00 p.m. on any day, except Sundays and all legal
holidays, for more than two hours at any time, where specified hereinafter,
upon the portions of the streets or municipal lots hereinafter described

parking meter zones.

A. Except as otherwise provided for in Subsection
B, parking meters installed in the parking meter zones as provided in §§
285-20 and
285-21 hereof shall be placed upon the sidewalk and in the municipal parking lots immediately adjacent to the individual parking places hereinafter described. Each parking meter shall be placed or set in such manner as to show that the parking space adjacent to such meter is or is not legally occupied. Each parking meter installed shall indicate by a proper legend the legal parking time established by the Township and, when operated, shall indicate on and by its display the duration period of legal parking and, on the expiration of such period, shall indicate illegal or over parking.
B. The multispace parking pay stations installed within the Municipal Parking Lots at 124 South Easton Road, 107 Bickley Road, 562 East Church Road and 7851 Montgomery Avenue, as provided in §§
285-20 and
285-21, shall be placed within the lot and control all parking spaces within the applicable lot. Each parking space will be clearly numbered. Each numbered parking space will be electronically monitored when the owner/operator of a parked vehicle manually inputs the occupied parking space number and the required U.S. currency, or proper credit card (if applicable), to get his/her legal parking time. The multispace parking pay station will issue a receipt stating the date, time and legal parking period for the numbered parking space selected. The expiration of the legal parking period shall indicate illegal or over parking. The multispace parking pay station shall be regarded as a meter in all aspects set forth in §§
285-24 through
285-32 regarding depositing of coins, parking beyond time specified, depositing of slugs or other substitutes, defacing and tampering, duty of police officers, disposition of fees, violations and penalties, purchase of meters and construal of provisions.

A. There shall be lines or markings painted or placed
upon the streets and municipal parking lots adjacent to each parking
meter, for the purpose of designating the parking spaces for which
said meter is to be used. Each vehicle parked adjacent or next to
any parking meter shall be parked within the lines or markings so
placed. It shall be unlawful and a violation of this chapter to park
any vehicle across such line or marking or to park such vehicle in
such position that the same shall not be entirely within the area
so designated by such lines or markings.
B. When a parking space in any parking meter zone is
parallel with the adjacent curb or sidewalk, any vehicle parked in
such parking space shall be parked so that the foremost part of such
vehicle shall be nearest to the parking meter.
C. Pavement markings in municipal (and library) lots
designate the parking spaces that are authorized for use. It shall
be unlawful to park any vehicle across such line or marking or to
park such vehicle in such position that the same shall not be entirely
within the area designated by such lines and markings.

A. When any vehicle shall be parked in any space adjacent
to which a parking meter is located during the time of limited parking,
the owner or operator of said vehicle shall, upon entering said parking
space, immediately deposit or cause to be deposited at least two twenty-five-cent
coins of the United States in such parking meter and operate the meter
in accordance with the instructions thereon, and failure to do so
shall constitute a violation of this chapter. Upon the deposit of
such twenty-five-cent coins, or increments of twenty-five-cent coins,
and placing the meter in operation, the parking space may be lawfully
occupied by such vehicle during the period of parking time which has
been prescribed for the particular amount deposited.
B. The parking meters, when installed and properly operated,
shall be programmed as follows:
(1) In
a two-hour zone so that twenty-five-cent coins may be deposited at
any time throughout the range of the meters heretofore established,
and for every two twenty-five-cent coins permitting the vehicle to
be parked for a period of one hour; for every additional two twenty-five-cent
coins permitting the vehicle to be parked for one additional hour,
for a maximum of two hours.
(2) In
a twelve-hour zone so that twenty-five-cent coins, one-dollar bills
or coins or a credit card, where applicable, may be deposited at any
time throughout the range of the meters heretofore established, and
for every 50 cents of value deposited permitting the vehicle to be
parked for a period of three hours; for every additional 50 cents
of value deposited permitting the vehicle to be parked for an additional
three hours, or so that one-dollar bills or coins may be deposited
at any time throughout the range of the meters heretofore established,
and for every one-dollar bill or coin permitting the vehicle to be
parked for a period of six hours; for each additional one-dollar bill
or coin permitting the vehicle to be parked for an additional six
hours, to a maximum of 12 hours.

A. It shall be unlawful and a violation of this chapter
for any person to deposit or cause to be deposited in a parking meter
any coin for the purpose of increasing or extending the parking time
of any vehicle beyond the total legal parking time of one to 12 hours.
B. It shall be unlawful and a violation of this chapter
for any period to permit a vehicle to remain or be placed in any parking
space adjacent to any parking meter while such meter is displaying
a signal indicating that the vehicle occupying such parking space
has already been parked beyond the period of time prescribed for such
parking spaces.

It shall be unlawful and a violation of the
provisions of this chapter to deposit or cause to be deposited in
any parking meter any slug, devise or metallic substitute for twenty-five-cent
coins of the United States.

It shall be unlawful and a violation of the
provisions of this chapter for any person to deface, injure, tamper
with, open or willfully break, destroy or impair the usefulness of
any parking meter installed under the provisions of this chapter.

A. It shall be the duty of the police officers, or others
as authorized by the Chief of Police of the Township acting in accordance
with the instructions issued by the Chief of Police, to report:
(1) The number of each parking meter which indicates that
the vehicle occupying the parking space adjacent to such parking meter
is or has been parked in violation of any of the provisions of this
chapter.
(2) The date and hour of such violation.
(3) The state license number of such vehicle.
(4) Any other facts and knowledge of which is necessary
to a thorough understanding of the circumstances attending such violation.
B. In each case where a vehicle is parked in violation
of this chapter, the Township official noting the violation shall
place on such vehicle a notice to the owner or operator thereof that
such vehicle has been parking in violation of the provisions of this
chapter. Each owner or operator may, within five days of the time
when such notice was attached to such vehicle, pay at the Police Administration
Building or the Township Administration Building as a penalty for
and in full satisfaction of such violation the sum of $25. The failure
of such owner or operator to make such payment at the Police Administration
Building or the Township Administration Building within said five
days shall render such owner or operator subject to the penalties
hereinafter provided for violation of the provisions of this chapter.

The amount of the coins required to be deposited
in parking meters, as provided in this chapter, are hereby levied
and assessed as fees to cover the costs of the supervision, inspection,
installation, operation, maintenance, control and use of the parking
spaces, regulation of the parking of vehicles, street cleaning and
maintenance in the parking meter zones created hereby and for the
maintenance of and traffic regulation on the streets in said Township.

Any person or legal entity violating the provisions of this chapter shall, upon summary conviction before a District Justice, be punished as provided in §
285-42.

The proper officers of the Township are hereby
authorized and directed to enter into a contract for the purchasing
and installation of parking meters and contract to be made subject
to the conditions and in the manner provided by law, the payment of
such meters and the installation thereof, to be provided solely from
the receipts, funds and revenues obtained by the Township for the
operation of said parking meters without in any manner obligating
the Township to pay for the same from any other source, and to enter
into a contract or contracts for such parts and maintenance of such
parking meters as may be necessary to maintain the same in good operating
condition and to pay for such parts and maintenance exclusively from
the receipts, fund and revenues received from the operation of said
parking meters.

Nothing contained in this chapter or in any
ordinance hereafter establishing parking meter zones shall be construed
to permit parking of vehicles in those spaces within any zone in which,
by other ordinances of the Township, parking is prohibited. Until
meters are actually installed in the parking zones hereinbefore described,
the parking of cars in said zones, or part of the zone in which parking
meters are not installed, shall be limited to such parking as has
been fixed by other ordinances of the Township.
