Any person, firm, company or corporation who
carries or hauls any material whatsoever and either knowingly or unknowingly
causes or allows for the same to be dispersed upon any City street
or way and, after having been given reasonable notice to either remove
or clean the same by the Chicopee Police Department, refuses or neglects
to do so shall be liable by a fine of $150 for each day thereafter.
