It shall be considered a public nuisance and a violation of this chapter to accumulate junk, unless such material is located in a junkyard permitted by Chapter 119, Zoning, Township Code, in a fully enclosed building, or an exempted storage area.
Recognizing that the outside storage of a limited amount of junk may not pose a threat to the public health, safety and general welfare, such storage areas shall be exempt from any licensing requirements of the Township Code, provided the same comply with the following requirements:
A. 
Number; size of storage area. Each property shall be limited to one storage area the size of which shall not exceed 10,000 square feet.
B. 
Garbage or biodegradable material. Storage of garbage or biodegradable material is prohibited, other than what is customarily generated on-site and routinely awaiting pick-up.
C. 
Setbacks. Outdoor storage of junk shall be at least 100 feet from any residential lot line and 50 feet from any other lot line and the existing right-of-way of any public street.
D. 
Access. The site shall contain a minimum of two exterior points of access, each of which is not less than 20 feet in width. One of these accesses may be limited to emergency vehicles. Cleared driveways shall be provided throughout the entire use to allow access by emergency vehicles.
E. 
Buffer/screening. Outdoor storage shall be completely enclosed (except at approved driveway entrances) by a forty-foot wide buffer yard which complies with § 119-71, unless such storage is not visible from an exterior lot line or street. The initial height of the evergreen planting shall be six feet. Secure fencing with a minimum height of eight feet shall be provided and well-maintained around all outdoor storage areas. Such fencing shall be provided inside of the evergreen screening.
F. 
Burning. Burning or incineration is prohibited except in accord with the Township Code.
G. 
Noise; odors; dust. Noise, odors and dust shall be controlled in accord with Chapter 119, Zoning, Township Code, §§ 119-46 and 119-47.
H. 
Fluids/batteries. All gasoline, antifreeze and oil shall be drained from all vehicles and properly disposed of. All batteries shall be removed from vehicles and properly stored in a suitable area on an impervious and properly drained surface.
I. 
Waterways/swales. Any storage of junk shall be maintained a minimum distance of 100 feet from the center line of any waterway, and shall be kept out of any drainage swale.
In recognition of the need to allow limited storage of junk or unregistered vehicles, or vehicles awaiting repair, or insurance coverage resolution at an active and bona fide auto repair garage or auto service station, the standards in this § 74-21 shall apply. Such operations shall in all other respects comply with the provisions of this chapter and Chapter 119, Zoning, Township Code, with regard to junk and junk vehicles.
A. 
Insurance; impoundment; awaiting repair. Not more than a combined total of six junk vehicles, unregistered vehicles, vehicles stored in anticipation of the resolution of insurance coverage, vehicles impounded by the State Police, or vehicles awaiting repair may be stored outside a fully enclosed building except at a permitted junkyard or exempted storage area. All such vehicles stored outside shall be screened as required in § 74-20E. The owner of the establishment shall maintain accurate and current records on the date of receipt, ownership, status and disposition for all such vehicles on the premises and the records shall be open for inspection by the Township.
B. 
Used tires and parts. Used tires and vehicle parts awaiting disposal may be stored outdoors on the premises provided such material is screened as required in § 74-20E. The amount of such stored material shall not exceed that which would be accumulated from one month of normal operation. Any tires or parts in which water can collect and serve as a breeding area for mosquitos and other insects shall be covered by a roof.
C. 
Vehicle and used tires/parts storage areas. All such stored vehicles, used tires and parts for disposal shall comply with the yard setbacks for the zoning district of location.
