A. 
A snow emergency due to the actual or anticipated accumulation of snow of a depth of three inches or more upon the public streets of the Township shall exist when so declared by the Township Manager or his duly authorized representative. Anticipated accumulations shall be based upon information supplied by the National Weather Service. An aforesaid snow emergency shall cease to exist as a result of the removal of the aforesaid accumulation of snow from the public streets of the Township when so declared by the Township Manager or his duly authorized representative; provided, however, that in the event that a snow emergency is declared between the hours of 10:00 p.m. and 8:00 a.m., then all parking restrictions provided for hereafter shall not become effective until 8:00 a.m.

B. 
Immediate notice of the existence of a snow emergency and of the end of a snow emergency shall be given to the public by the Township Manager or his duly authorized representative by means of appropriate announcements through available media sources.
A. 
No person, firm or corporation shall park a motor vehicle or allow a motor vehicle to remain parked on either side of a snow emergency route during a snow emergency.
B. 
It shall be unlawful for any person, firm or corporation to obstruct or impede traffic on any street designated as a snow emergency route during a snow emergency by reason of his failure to have the vehicle operated by him equipped with snow tires or chains.
C. 
The designated portions of the following public streets are hereby declared to be snow emergency routes:

D. 
Official signs designating snow emergency routes will be of a permanent nature and will be located at least at the beginning and end of each snow emergency route and with no greater distance between such signs than 1/4 mile.
A. 
On the following public streets, no person, firm or corporation shall park a motor vehicle or allow a motor vehicle to remain parked upon the side of such street as indicated below or in the circular part of any cul-de-sac during a snow emergency:

Official signs of a permanent nature will be posted along the above-mentioned sides of such streets so as to give reasonable notice of such restriction, bearing the legend NO PARKING THIS SIDE DURING SNOW EMERGENCY.

Editor's Note: Former § 145-63, Parking prohibited on both sides, was repealed 8-1-1979 by Ord. No. 1875, which also provided for the renumbering of former §§ 145-64 through 145-68 as §§ 145-63 through 145-67, respectively.
It shall be unlawful for any person, firm or corporation to leave any motor vehicle parked, stalled, incapable of moving under its own power or unattended upon any public street in the Township in violation of this article, and any such motor vehicle may be removed and/or impounded by the Township.
A. 
Vehicles parked in violation of this article shall be removed by a person authorized to perform such removal, at the direction of the Lower Merion Police Department, to a nearby garage or other nearby place of safety.
B. 
When a motor vehicle has been removed and impounded as aforesaid, the Lower Merion Police Department shall immediately attempt to verbally notify the owner of such vehicle of its removal and impoundment. Such notice shall indicate the place from which the vehicle was removed, the reason for the vehicle's removal and the location of the vehicle's impoundment. A written notice of the aforesaid facts shall be mailed by certified mail to the registered owner of the vehicle within 12 hours after the time of the vehicle's removal.
C. 
To reclaim a motor vehicle so towed and impounded, the owner of the vehicle must pay to the person, firm or corporation which towed and impounded the motor vehicle the costs of towing and storage.

D. 
No vehicle shall be removed and impounded under this article if, at the time of such intended removal, the owner or person in charge of such vehicle is present and expresses a willingness and intention to remove such vehicle.

Any person, firm or corporation who or which violates any provision of this article shall be subject to a fine or penalty of $50, plus court costs.
Nothing in this article shall be construed to affect any suit or proceeding pending in any court, any rights acquired or liability incurred or any cause or causes of action existing prior to the adoption of this article, nor shall any just or legal right, remedy or restriction of any character be lost, impaired or affected by this article.
