A City Veterans Service Agency is hereby established in and for the City of Mount Vernon, pursuant to § 357 of the Executive Law of the State of New York, to be known as "Mount Vernon Veterans Service Agency." There shall be appointed a City Director of such City Veterans Service Agency. The Mayor shall appoint and may at pleasure remove the City Director. The salary or compensation to be paid to the City Director shall be fixed by the Mayor and the City Council.
The City Veterans Service Agency and the City Director shall possess the following powers, duties and functions:
A. 
To maintain a centrally located office.
B. 
To provide facilities for the dissemination to the members of the armed services, war veterans and their families of information concerning the existence or availability of educational training and retraining services and facilities; health, medical and rehabilitation services and facilities; provisions of federal, state and local laws and regulations affording special rights and privileges to members of the armed forces, war veterans and their families; employment and reemployment services; and any other matters pertaining to the services for war veterans.
C. 
To utilize the facilities, assistance or data of any department, division, board, bureau, commission or agency of the state that is made available to the City Veterans Service Agency by the New York State Director of Veterans' Affairs or by the Veterans' Affairs Commission of the State of New York.
D. 
To maintain liaison with other public officials and agencies and organizations concerned with the development or execution of plans for war veterans and to cooperate with federal agencies in the vicinity engaged in similar work.
E. 
To adopt, as far as practicable, uniform procedures recommended by the State Director of Veterans' Affairs.
F. 
To furnish statistical data to the State Director of Veterans' Affairs as to the veterans services needed and the veterans services rendered.
G. 
To report to the State Director of Veterans' Affairs at least once a month and whenever requested.
H. 
To act in conjunction with and under the advice of the local Veterans' Service Committee appointed by the Mayor.
I. 
To perform such other functions and duties as may from time to time be prescribed by law.
The City Director may appoint such deputies, assistants and employees as he may deem necessary other than those, if any, supplied by the State of New York; he shall prescribe the duties of those appointed by him and fix their salaries within the appropriations made available for that purpose by the City Council and may at pleasure remove any such assistant or employee.
The Mayor shall appoint a local Veterans Service Committee to assist the City Director and shall appoint a Chairman thereof; the members of such Committee shall serve without compensation. The powers, duties and functions of the local Veterans Service Committee shall consist of advising the City Director and organizing local authorities, citizens and facilities in order to assist the City Director of the City Veterans Service Agency in his work.
