The Recreation Department is hereby authorized to permit children
to operate privately owned, gasoline-powered, minibikes, on the track
area of Memorial Field on Sundays, between the hours of 10:00 a.m.
and 12:00 noon.
The foregoing permission shall not be construed to permit minibike
racing in any manner.
The aforesaid activity will be coordinated and coincide with
any other use of said Memorial Field.
The aforesaid activity shall be under the supervision of the
Department of Recreation.
The foregoing permission is granted upon the following conditions:
A. No minibike shall be permitted to be brought on to Memorial Field
unless the operator shall be accompanied by and attended by a parent
or guardian or other responsible adult.
B. No minibike shall be permitted to be operated on the Memorial Field
track, unless such minibike has been first inspected and approved
by the representative of the Recreation Department and the tires found
to be in good condition, the engine free of gasoline leakage and the
unit equipped with a proper muffler device.
C. No child shall be allowed to operate any minibike unless the parent
or guardian of such child shall have executed, acknowledged and delivered
to the office of the Department of Recreation a waiver, on a form
approved by the Corporation Counsel of the City of Mount Vernon, absolving
said City of Mount Vernon and its officers, employees and representatives
from responsibility and liability in the event of accident resulting
in personal injury or property damage.
D. The minibikes shall be restricted at all times to a reasonable speed
and their operation limited to the track area only of Memorial Field.
E. Operators of minibikes shall at all times be required to observe
all safety rules and the rules and regulations of the Department of
Recreation.
