There is hereby established a Code Review Committee for the Town.
The Code Review Committee shall consist of nine members residing in the Town. Appointment of such members shall be made by the Town Council. No member of the Committee shall be an elected or appointed official or employee of the Town or any department, office or agency of the Town.
The first nine members of the Code Review Committee appointed by the Town Council shall be appointed for terms as follows: three members shall be appointed for one year, three members shall be appointed for two years and three members shall be appointed for three years. Thereafter all appointments shall be for three years. If there is a vacancy caused by resignation or any other reason, the Town Council shall appoint another person to fill the unexpired term.
The members of the Code Review Committee shall serve without compensation.
The Code Review Committee shall elect its Chairman from its members and his term of office shall be for one year. The Committee may, at its discretion, likewise elect a Vice Chairman. The Committee shall also elect a Secretary in the same manner as the Chairman.
The Code Review Committee shall continually review and study the building code, any law, rule or regulation of any agency of the state, the United States or the Town, and any rule, regulation or ordinance which concerns the construction and maintenance of buildings or other structures or the installation and operation of equipment therein. The Committee shall make recommendations to the Town Council, through the Town Manager, of any suggested revisions or amendments to existing codes or for the creation of new codes.
Regular meetings of the Code Review Committee shall be held at least once each month at a date fixed by the Committee. Special meetings shall be held as often as the Committee determines is necessary. A quorum for the transaction of business at all regular and special meetings shall be five members with full voting powers. All meetings of the Code Review Committee shall be open to the public.
The Code Review Committee shall adopt rules for the transaction of its business and keep permanent records of proceedings, resolutions and transactions. All such records shall be open to public view.
