A. 
There is hereby established an advisory Parks and Recreation Commission for the Town. The Commission shall be composed of nine members and shall have the powers and duties specified in this article.
B. 
The advisory Parks and Recreation Commission shall consist of nine members as follows: five members at large, two senior citizen members, and two student representatives appointed by the Town Manager. The members shall be qualified electors of the Town, with the exception of the student members, and shall serve at the pleasure of the Town Manager. The nine members of the advisory Parks and Recreation Commission shall be appointed as follows: the five members at large and the two senior citizen members shall be appointed for three-year terms with an option to be reconsidered by the Town Manager for additional three-year terms. The two student representatives shall be selected from the junior class from four names nominated by the Principal of Coventry High School and shall serve two-year terms, after which time they may be considered by the Town Manager to fill an unexpired term or a vacancy on the Commission. Upon the expiration of their terms, newly appointed student representatives would be chosen from the junior class.
The nine members of the advisory Parks and Recreation Commission appointed pursuant to this article shall serve without compensation. No member of the Commission shall be employed in the parks and recreation system of the Town during his term on the Commission.
The advisory Parks and Recreation Commission shall elect its Chairman from its members, and his term of office shall be for two years. The Commission may, at its discretion, likewise elect a Vice Chairman. The Commission shall also elect a Secretary in the same manner as the Chairman.
Regular meetings of the advisory Parks and Recreation Commission shall be held on the first Thursday of each month. Special meetings shall be held as often as the Commission shall determine necessary. A quorum for the transaction of business at all regular and special meetings shall be five members with full voting powers.
The advisory Parks and Recreation Commission may use properties, buildings and equipment of the Town or of the School Department, provided that the Town and the School Department consent to such use. For purposes of this article, such consent on the part of the Town may be given by the Town Manager, and on the part of the School Department by the Superintendent of Schools.
The advisory Parks and Recreation Commission shall adopt rules for the transaction of its business, and shall keep a record of all resolutions, transactions, findings, determinations and recommendations, and all of the records shall become public record.
A. 
It shall be the duty of the advisory Parks and Recreation Commission, working in cooperation and conjunction with the Director of Parks and Recreation, to formulate a parks and recreation program for the residents of the Town, and to meet from time to time with the Director of Parks and Recreation to adjust and amend such programs to ensure that the program will be of maximum benefit to the community.
B. 
In the formulation of such parks and recreation program, the advisory Parks and Recreation Commission shall hold meetings as it deems necessary, and shall invite suggestions and comments from such civic and fraternal organizations within the Town as have an active interest in the parks and recreational needs of the community.
