A. 
The Coventry Zoning Board of Review shall hear and decide appeals when it is alleged that there is an error in any requirement, decision or determination made by the Code Enforcement Officer in the enforcement or administration of this chapter.

In passing on such appeals, the Zoning Board of Review shall consider all technical evaluations, all relevant factors, standards specified in this chapter and the requirements set forth in Title 44, Code of Federal Regulations (CFR), Parts 59 and 60 as relates to the National Flood Insurance Program Floodplain Management Regulations. Relevant factors include: the danger that materials may be swept onto other lands to the injury of others; the danger to life and property caused by flooding or soil erosion; the susceptibility of the proposed facility and its contents to flood damage; the availability of alternative locations for the proposed use which are not subject to flooding or erosion damage; the safety of access to the property during floods for emergency personnel and vehicles.
C. 
Variances shall not be issued within any designated floodway. Any variance granted shall afford the minimum relief necessary considering the flood hazard and upon a showing that failure to grant the variance would result in exceptional hardship to the applicant and would not increase threats to public safety or conflict with other existing local regulations or ordinances.
D. 
An appeal of a decision by the Zoning Board of Review may be taken pursuant to the provisions of R.I.G.L. § 45-24-69.
