Three or more persons shall not stand in a group
or near each other on any sidewalk so as to obstruct the free passage
of other persons on such sidewalk, and any person obstructing any
sidewalk shall move on when requested so to do by the Sheriff, Deputy
Sheriff or any police officer of the Town.
No person shall be or remain upon any doorstep
of or other projection from any building abutting a street or sidewalk
so as to annoy or disturb any person, or obstruct any passage to the
building or the appurtenances thereof, and every person so being or
remaining, when ordered by the Sheriff or Deputy Sheriff or any police
officer of the Town or by the owner or occupant of such building to
move on, shall immediately and peaceably depart and stay away therefrom.
Whenever any excavation is made or any obstruction
exists in any street or highway, the person having charge of such
excavation or causing such obstruction shall cause signs to be placed
across such street or highway with the words "No Passing" painted
thereon in dark letters not less than 2 1/2 inches in length,
upon a light background.
Whenever any trench, hole or excavation in any
street or highway must of necessity remain after dark, the person
making such trench, hole or excavation or employing anyone so to do
shall cause a sufficient light to be placed over or near the excavation
from sunset to sunrise to give notice to all persons passing in and
through such street or highway.

A. Snow removal.
(1) All owners, occupants or persons having care of any building or lot
bordering on any street, highway or public place within the Town shall,
within the first four hours of daylight after the end of any snowfall
or the fall or deposit of snow on the sidewalk of the building or
lot from any cause whatsoever, remove or cause to be removed all snow
from around any fire hydrant, police and fire box or alarms, and any
other emergency call box or alarm, on the sidewalk in front of the
building or lot.
(2) No owner, lessee or occupant of any premises or any person cleaning
or removing snow therefrom shall deposit or cause to be deposited
any snow from the premises upon any highway.
(3) No owner, lessee or occupant of any premises or any person cleaning
or removing snow therefrom shall deposit or cause to be deposited
any snow from the premises in front of any fire, police or other emergency
alarm box.
(4) No owner, lessee or occupant of any premises or any person cleaning
or removing snow therefrom shall deposit or cause to be deposited
any snow from the premises upon the property of another, including
the driveway of another, so as to prevent that person from egress
or ingress into or off his property.
B. Deposits of organic material, trash, personal property, and water
onto public property and public right-of-way.
(1) No owner, lessee, or occupant of any premises, or any person, shall
cut, place, blow grass, leaves, organic debris, soil and trash, into,
upon, or deposit onto any street, right-of-way, sidewalk, Town property,
or any other person's premises and/or property or allow these
actions to take place.
(2) No owner, lessee, or occupant of any premises, or any person, shall
park, leave, or abandon any vehicle, trailer, recreational vehicle,
boat, or other types of personal property, for a period in excess
of 48 hours, on any street, right-of-way, sidewalk, Town property,
or any other person's premises and/or property.
(3) No owner, lessee, or occupant of any premises, or any person, shall
pump or allow any groundwater, pool water, sump pump water, or building
drainage of any type onto or upon any street, right-of-way, sidewalk,
Town property, storm drainage system, or any other person's premises
and/or property.
C. Enforcement.
(1) The first offense shall be punished by the issuance of a written
warning to cease and desist the violation.
(2) The second offense shall be punished by a fine of $100 paid to the
Coventry Municipal Court.
(3) The third offense and all subsequent offenses shall be punished by
a fine of $200 paid to the Coventry Municipal Court.
