As used in this article, the following terms
shall have the meanings indicated:
SOLICITOR
A person, also known as a "canvasser," whether a resident
of the Township or not, traveling either by foot, wagon, automobile,
motor truck or any other type of conveyance from place to place, from
house to house or from street to street, who takes or attempts to
take orders for sale of goods, wares and merchandise, personal property
of any nature whatsoever for future delivery or for services to be
furnished or performed in the future, whether or not the individual
has, carries or exposes for sale a sample of the subject of the sale
and whether or not he accepts an advance payment for the goods. Any
person taking a poll or a survey from house to house or on the streets
or distributing advertisements or handbills is included.
It shall be unlawful for any solicitor or canvasser
to engage in such business within the Township without first obtaining
a license.
This article shall not apply to any person who has obtained a charitable solicitor's permit in accordance with Article
IV, nor shall it apply to any person distributing literature or handbills on behalf of a candidate for public office.
In addition to the information required by §
164-2, the application for a solicitor's license shall indicate the place where the goods or property proposed to be sold, or orders taken for the sale thereof, are manufactured or produced, where such goods or products are located at the time the application is filed and the proposed method of delivery.

The fee for a solicitor's or canvasser's license shall be as set forth in Chapter
A287, Fees. No portion of the fee shall be prorated for any part of the year. Nonprofit or eleemosynary organizations are exempt from the payment of this fee.
The Township Clerk shall issue to each licensee
at the time of delivery of his license a badge on which shall appear
the words "licensed solicitor," the period for which the license is
issued and the number of the license, in letters and figures easily
discernible from a distance of 10 feet. During the time such licensee
is engaged in soliciting, his badge shall be worn constantly and conspicuously
on the front of his outer garment.

No soliciting or canvassing activities shall
be conducted before 9:00 a.m. or later than 9:00 p.m. nor on Sundays
or holidays.

A. No Solicitation List.

(1) The Township of Byram shall establish a
list of residents who request that solicitors do not solicit on their
property. The "No Solicitation List" shall be maintained by the Township
Clerk.
(2) Residents of the Township of Byram may
make a request in writing or by electronic mail to the Township Clerk
to be added to the No Solicitation List.
(3) Upon receipt of the request in writing
or by email, the Township Clerk shall add the name and address of
the resident to the No Solicitation List. The resident shall remain
on the No Solicitation List until such time the resident requests
to be removed either in writing or by email.
(4) The Township Clerk shall distribute a copy
of the No Solicitation List to all applicants seeking a license to
solicit pursuant to the provisions of this chapter. It is the licensee's
responsibility to check for updates to the No Solicitation List as
the list may change over time.
(5) The Township Clerk shall provide a copy
to the Chief of Police of the No Solicitation List and notify the
Chief of any updates on an ongoing basis.
(6) The Township Clerk shall maintain a webpage
on the Township website that has a copy of the No Solicitation List.
The copy of the list that is maintained on the website shall only
include the street address, city, state and zip code of the resident.
Further, on this webpage shall be a list of solicitors who currently
hold a license as afforded under this article.
B. Regulations. No person or organization may engage in the activities described in §
164-20 of the Township Code of the Township of Byram on the properties or to the persons set forth in the No Solicitation List. Violation of this provision shall be immediate cause for revocation or suspension of license pursuant §
164-9 of the Township Code.
