It is the policy of the Village Board that sidewalks
be installed on both sides of the street when a new street is built
or rehabilitated. Costs for work associated with public sidewalks
shall be shared between the Village and property owner where the sidewalk
resides. All Property owners having sidewalks installed will be reimbursed
at a rate per square foot as set forth from time to time by resolution
of the Board of Trustees.
In certain cases, it may be more practical to
have a sidewalk on only one side of a street or portion of a street
between intersections. Where the Village Board authorizes this to
be the case, sidewalks will no longer be authorized for the side of
the street without the sidewalk. Furthermore, the property owners
on the side of the street without the sidewalk may be required to
share in the cost of the sidewalk installed on the opposite side of
the street. Prior to commencing work, the Superintendent of Public
Works, in concert with the Coordinator of the Streets and Parks Committee,
shall make every effort to obtain general agreement on construction
plans with property owners on the street where only one sidewalk is
the best solution.
A public hearing will be held for all construction
and rehabilitation projects. At such public hearings all project plans,
responsibilities, agreements and costs to the property owner will
be detailed by the Superintendent of Public Works. The Village Board
must then accept such terms and conditions prior to starting work
on a project.

Within this policy, the Village Board may from
time to time install or replace sidewalks that are found to be broken,
unsafe or in generally failing condition. The Code Enforcement Officer
of the Village shall make recommendations in this regard to the Village
Board. Costs for such sidewalk maintenance shall be reimbursed at
a rate per square foot as set forth from time to time by resolution
of the Board of Trustees.

A property owner may install a new public sidewalk
and receive reimbursement at a rate per square foot as set forth from
time to time by resolution of the Board of Trustees. Installation
of all public sidewalks requires advance approval of the Superintendent
of Public Works who will ensure consistency of sidewalk construction
and rehabilitation within the Village.
