If any part or provision of this Part 1 or the application thereof to any person or circumstance is adjudged invalid by any court of competent jurisdiction, such judgment shall be confined in its operation to the part, provision or application directly involved in the controversy in which such judgment shall have been rendered and shall not affect or impair the validity of the remainder of this Part 1 or the application thereof to other persons or circumstances. The Town Board hereby declares that it would have enacted the remainder of this Part 1 even without any such part, provision or application.
Owners of premises shall be responsible for compliance with this Part I and shall remain responsible therefor, regardless of the fact that this Part I may also place certain responsibilities on operators and occupants and regardless of any agreements between owners and operators or occupants as to which party shall assume such responsibility.
Occupants of premises shall be responsible for compliance with this Part 1 in regard to the following: limiting occupancy and use of that part of the premises which he occupies or controls to the maximum permitted by this Part 1.

This local law shall take effect 10 days after filing in the office of the Secretary of State of New York.
