It is the purpose of this chapter to establish, pursuant to Article
3-A of the Town Law, a new department entitled "Department of Buildings and
Grounds" in order to provide effective and efficient administration of the
maintenance of town offices, parks, recreation facilities and interior roadways.
Establishment of Department of Buildings and Grounds is hereby established.
A.ย
Department head. The head of the Department of Buildings
and Grounds shall be known as the "Supervisor of Buildings and Grounds."
B.ย
Appointment and term of office. The Supervisor of the
Department of Buildings and Grounds shall be appointed by the Town Board and
shall hold office until the first day of January next succeeding the first
biannual town election held after his/her appointment and, thereafter, shall
hold office for the term of two years and until his/her successor shall have
qualified; provided, however, that the appointees to such office shall be
removable at the pleasure of the Town Board.

Salary. The salary of the Supervisor of Buildings and
Grounds shall be determined in the same manner as is provided in the annual
budget for the salaries of other town officers.

Duties and authority.
(1)ย
The Supervisor of the Department of Buildings and Grounds
shall be the principal executive officer of the Department.
(2)ย
The Supervisor shall be charged with the maintenance
of facilities such as buildings, athletics facilities of all types, parks
and interior roadways. The maintenance function shall include the custodial
services provided to all town-owned buildings and those leased for use by
the town, including but not limited to the community centers and Town Hall.
(3)ย
The Supervisor of the Department of Buildings and Grounds
shall be subject to the supervision and direction of the Town Board and the
Town Supervisor.
(4)ย
Personnel; appointment and removal.
(a)ย
That personnel of the Department of Buildings and Grounds
other than the Department Supervisor shall consist of such employees as the
Town Board may appoint or designate.
(b)ย
The Supervisor of the Department of Buildings and Grounds
shall be appointed by the Town Board on the basis of a civil service competitive
examination and shall not be removed except in accordance with the Civil Service
Law of the State of New York.
