The purpose of this article is to require the installation of a device
commonly known as a "backflow preventer" to the water system or service for
any structure, residential or commercial, constructed after January 1, 1988.
On or after January 1, 1988, no building permit shall issue and no certificate
of occupancy shall issue for the construction of any structure, residential,
commercial or otherwise, unless there shall be installed a backflow preventer
as an integral part of the water system or service of said structure.
There are hereby delegated to the Department of Building and Development
the authority and duty to prepare and promulgate rules and regulations governing
the type of backflow preventer required by this article and rules and regulations
establishing the manner and place of such installation.
