The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
A. 
Whenever a space shall be marked off on any street for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space.
B. 
Except where angle parking is authorized, every vehicle stopped, standing or parked upon a highway where there are no adjacent curbs shall be so stepped, standing or parked parallel with the edge of the roadway headed in the direction of lawful traffic.
The parking of vehicles is prohibited at all times in those streets or parts of streets described in Schedule IX (§ 181-37).
The parking of vehicles is hereby prohibited in the locations described in Schedule X (§ 181-38) during the hours indicated.
The standing of vehicles is hereby prohibited in the locations described in Schedule XI (§ 181-39) during the hours indicated.
The stopping of vehicles is hereby prohibited in the locations described in Schedule XII (§ 181-40) during the hours indicated.
The locations described in Schedule XIII (§ 181-41) are hereby designated as taxi stands, and the standing or parking of vehicles other than taxis is hereby prohibited in such locations. Taxis using such stands shall not be left unattended and shall be subject to all other vehicle and traffic regulations of the Town.
A. 
Any person, firm or corporation owning a shopping center or facility with at least five separate retail stores and at least 20 off-street parking spaces which are provided for use by the shopping public must designate as only for the handicapped and clearly mark for use by the handicapped a minimum of 5% of such parking spaces or 10 such spaces, whichever is less. These spaces must be located as close as reasonably practicable to the shopping center facility and reasonably distributed so as to provide convenient access for use by handicapped drivers. Such parking spaces are to be used either by handicapped drivers displaying a special municipal parking permit (as defined in § 1203a of the New York State Vehicle and Traffic Law and distributed by the Commissioner of Motor Vehicles to local governing bodies to be issued to handicapped persons who reside in such locality) or by motor vehicles registered in accordance with § 404-a of the New York State Vehicle and Traffic Law and being used for the transportation of a handicapped person.
B. 
The parking spaces designated pursuant to the provisions of this section shall be clearly identified for use by handicapped persons which designation shall include permanently installed above-grade signs which display the international symbol of access and may include the use of blue painted lines or markings.
C. 
A violation of this section by any person, firm or corporation owning a shopping center or facility with at least five separate retail stores and at least 20 off-street parking spaces which are provided for use by the shopping public who fails to provide spaces only for the handicapped and clearly marked for use by the handicapped in accordance with this section shall be punishable by a fine up to $250.
D. 
Any person who parks in spaces clearly marked for use by the handicapped in accordance with this section, without a special municipal parking permit or whose motor vehicle is not registered in accordance with § 404-a of the New York State Vehicle and Traffic Law and being used for the transportation of a handicapped person, shall be subject to a fine of $25 for the first offense and $50 for the second offense occurring within a period of two years within the Town.
E. 
As used in this section, the term "handicapped" shall also include a "severely disabled person" as defined in § 404-a of the New York State Vehicle and Traffic Law.
