Except for dogs in Ward Acres Park in the designated fenced-in dog run area in full compliance with the requirements set forth in §
224-9B of the Park Code, no person being the owner or having the custody and control of any animal shall permit or allow such animal to run or be at large in any Public Place in the City. Dogs shall be restrained by a chain or leash not exceeding six feet in length, except when on the premises of the owner or on the premises of another person with the knowledge and consent of such other person.

In addition to any other penalty provided by this article, the Police Commissioner is empowered to seize, pick up and confine or cause or direct to be seized, picked up and confined with the New Rochelle Humane Society any animal referred to in §
89-1, whether licensed or not, that shall be found at large and not on a chain or leash in the streets, parks, park streets, walks or public grounds of the City. The owner of a dog seized may redeem the same as provided in § 117 of the Agriculture and Markets Law of the State of New York.

An offense against any provision of this article
shall be subject to the penalties set forth in § 118 of
the Agriculture and Markets Law.
