The Board of Supervisors may appoint one or more persons to serve in the position of Ordinance Enforcement Officer, which appointees shall have the duties and powers set forth in this article and shall serve at the pleasure of the Board of Supervisors.
The Ordinance Enforcement Officer shall:
A. 
Patrol and inspect the Township for violations of duly enacted ordinances of the Township, by the Supervisors of the Township.
B. 
Receive reports of violations of ordinances from citizens of the Township.
C. 
Upon sight or report on information received of said violations of Township ordinances, the Officer shall make a complete investigation, including the taking of testimony of witnesses, taking pictures and testifying before the District Justice.
D. 
Aid the Board of Supervisors in inspecting and granting or denying licenses to refuse haulers and other licensees.
E. 
Report, from time to time at the pleasure of the Board of Supervisors, but no later than the first biweekly meeting of each month to the Board of Supervisors, on the status of any violations in the Township and any action taken thereupon.
F. 
Inspect all new buildings in the Township to insure conformity with the Township Building Code.[1]

G. 
Inspect and report to the Board of Supervisors all zoning ordinance violations within the Township.
H. 
Perform such other acts as may be assigned or delegated to him by the Board of Supervisors.
A. 
The Ordinance Enforcement Officer shall arrest, with or without warrant, and upon view, any party engaged in the violation of any Township ordinance, and shall bring such action before the nearest District Justice.
B. 
The Officer shall, upon report by a third party, on information received, or upon inspection and view by himself, arrest any party engaged in the violation of any Township ordinance and shall bring such action before the nearest District Justice or take such other appropriate measures authorized by law.
C. 
The Officer shall issue stop orders to all construction which does not comply with the Township Building Code and its related ordinances.
D. 
The Officer shall serve nuisance notices and post dangerous and condemned property for violations of the Township ordinances and the Second Class Township Code.[1]

E. 
The Officer shall perform such other acts consistent with his duties and such other acts as may be assigned or delegated to him by the Board of Supervisors.
A. 
The Ordinance Enforcement Officer shall become familiar with the ordinances, codes and regulations of the Township and the laws of the Commonwealth of Pennsylvania.
B. 
The Ordinance Enforcement Officer shall become familiar with the Second Class Township Code.
C. 
The applicant shall be in possession of a certificate of good health from a physician appointed by the Board of Supervisors.
D. 
The applicant shall be in possession of a valid Pennsylvania operator's license.
The Ordinance Enforcement Officer shall not, without express written authorization executed by all Supervisors, by letter or other form, commit, cause to be committed, or allow to be committed, any of the following acts:
A. 
He shall carry no weapons, arms, nightsticks, blackjack, handcuffs, or any other such articles.
B. 
He shall perform no duties provided herein outside the geographic boundaries of the Township.
C. 
He shall not communicate or disclose any confidential information or any names or circumstances or any other matters to any person or newspaper, except upon express written authorization by the Supervisors.
D. 
He shall not fail to immediately communicate any and all information relative to his position to the Supervisors.
E. 
He shall not utilize his position for private purposes, nor any other purpose inconsistent with his duties as herein defined.
F. 
He shall not use any force to either apprehend or detain any person and shall neither strike nor touch any person in the performance of his duties.
G. 
He shall not fail to properly identify himself by displaying his badge, card or other identification provided by the Township.
H. 
He shall not operate his motor vehicle in a negligent, careless or reckless manner while performing his duties, nor shall he disobey any laws or provisions of the Township or state relating to motor vehicles or their operation.
The penalty assessed for the conviction of any offense brought by the Officer shall be that as established by law in the particular law, regulation, or ordinance violated and shall be paid to and appropriated for the use of the Township, or such other body to which penalties are to be paid according to law.
