It shall be the duty of the police officer or other duly authorized Township employee to enforce this traffic code and all laws and regulations of the Pennsylvania Vehicle Code.[1]

In any prosecution charging the violation of any law or regulation governing the standing or parking of a vehicle, proof that the vehicle described in the ticket or citation was parked in violation, together with proof that the defendant named was at the time of such parking the registered owner of the vehicle, shall constitute in evidence a prima facie presumption that the registered owner was the person who placed the vehicle at the time and place during which such violation took place.
A. 
Notice of parking violations. Any police officer or other duly authorized Township employee shall place on the vehicle windshield or shall hand to the owner or operator of said vehicle a parking ticket or a traffic citation notifying the owner or operator of a particular parking violation.
B. 
Procedure when parking ticket is used. When a parking ticket is used to notify the owner or operator of a vehicle of a parking violation, the owner or operator shall pay the fine as stated on the ticket within the stated time period on the ticket.
C. 
Fine amounts when parking ticket is used.
(1) 
Except as provided for in Subsection C(2), the fine amount due for a parking ticket is $10 if said amount is paid within 10 days of the date on the ticket. The fine amount due shall be $15 if the fine is paid after 10 days and prior to the end of the 20th day. If the fine remains unpaid after 20 days, a traffic citation shall be filed with the Magisterial District Judge against the owner of the vehicle. At this point, the citation shall proceed in accordance with Rules 61 to 64 of Title 234, Pennsylvania Rules of Criminal Procedure, as amended.

(2) 
Fine amount due for certain parking violations.
(a) 
The fine amount due for a violation of § 170-15 (relating to snow and ice removal) shall be $25 if paid within 10 days of the date on the ticket. The fine shall be $35 if paid after 10 days of the date on the ticket but prior to the end of the 20th day.
(b) 
The fine amount due for a violation of § 170-18C(2), (3) and (4) (relating to handicapped parking) shall be $50 if paid within 10 days of the date on the ticket. The fine shall be $60 if paid after 10 days of the date on the ticket but prior to the end of the 20th day.
(c) 
If the fines stated in Subsection C(2)(a) and (b) are not paid prior to the end of the 20th day after the date on the ticket, a traffic citation shall be filed with the Magisterial District Judge against the owner of the vehicle. At this point the citation shall proceed in accordance with Rules 61 to 64 of Title 234, Pennsylvania Rules of Criminal Procedure, as amended.

D. 
Procedure when traffic citation is used at the time of the violation instead of a parking ticket. When a parking ticket is not used, a traffic citation charging a parking violation shall be issued either by handing it to the defendant or by placing it on the vehicle's windshield. Upon issuance of the citation, the citation shall proceed as provided for in Rules 55 to 59 of the Pennsylvania Rules of Criminal Procedure, as amended. If the defendant fails to respond to the citation, a summons shall be issued by the Magisterial District Judge and the case shall then proceed in accordance with Rules 61 to 64 or Rule 76 of the Pennsylvania Rules of Criminal Procedure, as amended.

A. 
General rule. Outside a business or residence district, no person shall stop, park or stand any vehicle, whether attended or unattended, upon the roadway when it is practicable to stop, park or stand the vehicle off the roadway. In the event it is necessary to stop, park or stand the vehicle on the roadway or any part of the roadway, an unobstructed width of the highway opposite the vehicle shall be left for a free passage of other vehicles, and the vehicle shall be visible from a distance of 500 feet in each direction upon the highway.
B. 
Exception for disabled vehicles. This section and §§ 3353 (relating to prohibitions in specified places) and 3354 (relating to additional parking regulations) of the Vehicle Code do not apply to the driver of any vehicle which is disabled in such a manner and to such an extent that it is impossible to avoid stopping and temporarily leaving the vehicle in that position.
A. 
General rule. Except when necessary to avoid conflict with other traffic or to protect the safety of any person or vehicle or in compliance with law or the directions of a police officer or official traffic control device, no person shall:
(1) 
Stop, stand or park a vehicle:
(a) 
On the roadway side of any vehicle stopped or parked at the edge or curb of a street except that:

A pedalcycle may be parked as provided in § 3509(b)(2) (relating to parking) of the Vehicle Code.
[2] 
Standing or parking for the purpose of loading or unloading persons or property may be authorized by local ordinance, but the ordinance shall not authorize standing or parking on state-designated highways except during off-peak traffic flow hours as determined by department regulations.
(b) 
On a sidewalk except that a pedalcycle may be parked as provided in § 3509(b)(2)of the Vehicle Code.
(c) 
Within an intersection.
(d) 
On a crosswalk.
(e) 
Between a safety zone and the adjacent curb within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless a different length is indicated by official traffic control devices.
(f) 
Alongside or opposite any street excavation or obstruction when stopping, standing or parking would obstruct traffic.
(g) 
Upon any bridge or other elevated structure upon a highway or within a highway tunnel.
(h) 
On any railroad tracks.
(i) 
In the area between roadways of a divided highway, including crossovers.
(j) 
At any place where official signs prohibit stopping.
(2) 
Stand or park a vehicle:
(a) 
In front of a public or private driveway.
(b) 
Within 15 feet of a fire hydrant.
(c) 
Within 20 feet of a crosswalk at an intersection.
(d) 
Within 30 feet upon the approach to any flashing signal, stop sign, yield sign or traffic control signal located at the site of a roadway.
(e) 
Within 20 feet of the driveway entrance to any fire station or, when properly sign posted, on the side of a street opposite the entrance to any fire station within 75 feet of the entrance.
(f) 
Where the vehicle would prevent the free movement of a streetcar.
(g) 
On a limited access highway unless authorized by official traffic control devices.
(h) 
At any place where official signs prohibit standing.
(3) 
Park a vehicle:
(a) 
Within 50 feet of the nearest rail of a railroad crossing.
(b) 
At any place where official signs prohibit parking.
B. 
Unattended vehicle on private property.
(1) 
No person shall park or leave unattended a vehicle on private property without the consent of the owner or other person in control or possession of the property except in the case of emergency or disablement of the vehicle, in which case the operator shall arrange for the removal of the vehicle as soon as possible.
(2) 
The provisions of this subsection shall not apply to private parking lots unless such lots are posted to notify the public of any parking restrictions and the operator of the vehicle violates such posted restrictions. For the purposes of this subsection, "private parking lot" means a parking lot open to the public or used for parking without charge; or a parking lot used for parking with charge. The department shall define by regulation what constitutes adequate posting for public notice.
Wherever a space shall be marked off on any highway for the parking of an individual vehicle, every vehicle there parked shall be parked within the lines bounding such space.

A. 
Parking is hereby prohibited in the following places:
(1) 
Where it will obstruct the normal flow of traffic.
(2) 
Within 25 feet from the intersection of curb lines or, if none, then within 15 feet of the intersection of property lines at an intersection of highways.
B. 
Parking for certain purposes prohibited. No person shall park a vehicle upon any roadway, street or highway for the principal purpose of or in any of the following places:
(1) 
Displaying such vehicle for sale; or
(2) 
Greasing or repairing such vehicle except repairs necessitated by an emergency.
C. 
Restrictions in business and residential districts. Except when necessary in obedience to traffic regulations or traffic signs or signals or where angle parking is permitted, the operator of a vehicle shall not stop, stand or park such vehicle on the highway, headed in the direction of traffic and with the curb side of the vehicle within six inches of the edge of the highway or curb. Vehicles which, because of the type of construction, cannot load or unload parallel to the curb shall be exempt, while loading or unloading only, from the requirements of standing parallel to the curb.
D. 
Blocking garages. No person shall park a vehicle at any time in front of, opposite to or in such a position as to block entrance to or exit by a vehicle from a garage.
E. 
Parking trucks and trailers. No truck trailer or trailer shall be parked upon any street without having attached thereto a means of mechanical traction so constructed or designed for the purpose of pulling or drawing such trailer.
F. 
Storage of vehicles on streets prohibited. No vehicle shall be stored upon any street. As used herein, "stored" shall mean the parking of a vehicle in one place upon any street continuously for over 72 hours.

The Township may, in accordance with state law, amend the identity of the streets by resolution.
A. 
Two-way highways. Except as otherwise provided in this section, every vehicle standing or parked upon a two-way highway shall be positioned parallel to and with the right-hand wheels within 12 inches of the right-hand curb or, in the absence of a curb, as close as practicable to the right edge of the right-hand shoulder.
B. 
One-way highways. Except as otherwise provided in this section, every vehicle standing or parked upon a one-way highway shall be positioned parallel to the curb or edge of the highway in the direction of authorized traffic movement with its right-hand wheels within 12 inches of the right-hand curb or, in the absence of a curb, as close as practicable to the right edge of the right-hand shoulder, or with its left-hand wheels within 12 inches of the left-hand curb or, in the absence of a curb, as close as practicable to the left edge of the left-hand shoulder.
C. 
Handicapped persons and disabled veterans.
(1) 
When a motor vehicle bearing a handicapped or severely disabled veteran plate or displaying a handicapped or severely disabled veteran parking placard as prescribed in this chapter is being operated by or for the transportation of the handicapped person or severely disabled veteran, the driver shall be relieved of any liability for parking for a period of 60 minutes in excess of the legal parking period permitted by local authorities except where local ordinances or police regulations provide for the accommodation of heavy traffic during morning, afternoon or evening hours.
(2) 
At the request of any handicapped person or severely disabled veteran, local authorities may erect on the highway as close as possible to their place of residence a sign or signs indicating that the place is reserved for the handicapped person or severely disabled veteran, that no parking is allowed there by others, and that any unauthorized person parking there shall be subject to a fine.
(3) 
Except for persons parking vehicles lawfully bearing a handicapped or severely disabled veteran registration plate or displaying a handicapped or severely disabled veteran parking placard when such vehicles are being operated by or for the transportation of a handicapped person or a severely disabled veteran, no person shall park a vehicle on public or private property reserved for a handicapped person or severely disabled veteran which property has been so posted in accordance with departmental regulations which shall require a sign stating the penalty amount indicated in § 170-9C(2)(b), a sign indicating that vehicles in violation of the subsection may be towed and require that signs be replaced when they become either obsolete or missing with all costs to replace the necessary signs to be borne by the persons responsible for signing the particular location. Any vehicle which is unlawfully parked in a designated handicapped parking area may be removed from the area by towing and may be reclaimed by the vehicle owner upon payment of the towing costs.
(4) 
Unauthorized use. An operator of a vehicle bearing a handicapped or severely disabled veteran plate or displaying a handicapped or severely disabled veteran parking placard shall not make use of the parking privileges accorded to handicapped persons and severely disabled veterans under Subsection C(3) unless the operator is handicapped or a severely disabled veteran or unless the vehicle is being operated for the transportation of a handicapped person or severely disabled veteran.
