As used in this chapter, the following terms shall have the meanings
indicated:
INOPERABLE MOTOR VEHICLE
Any motor vehicle incapable of being legally operated or moved under
its own power on the public highways of the State of New Jersey and shall
include any motor vehicle not currently registered or licensed to be operated
or moved on public highways by a proper motor vehicle licensing and registration
authority.
MACHINERY and EQUIPMENT
Any combination of mechanical, electrical, electromechanical or other
means or elements to a given end or for a particular purpose, including vehicles,
farm implements, industrial equipment and any or all parts for machinery or
equipment.
PERSON
Any individual person, group of persons, partnership, corporation,
firm or association or any other entity.
No person shall park, leave or store any inoperable motor vehicle or
any machinery and equipment on any public lands or premises except in cases
of emergency, and then for a period of not more than 48 hours.
No person shall park, leave, store or maintain any inoperable motor
vehicle or unused machinery and equipment for a period of more than 30 days
upon any private lands or premises.
No owner or occupier of any private lands or premises shall permit or
suffer any inoperable motor vehicle or unused machinery and equipment to be
parked, left, stored or maintained on his or her lands and premises for more
than 30 days.
This chapter shall not apply to lawfully operated junkyards or to motor
vehicles located or stored in garages or other buildings.
