The operator of a bicycle emerging from an alley, driveway or building shall, upon approaching a sidewalk or the sidewalk area extended across any alleyway, yield the right-of-way to all pedestrians approaching on said sidewalk or sidewalk area, and upon entering the roadway shall yield the right-of-way to all vehicles approaching on said roadway.
A. 
No person shall ride a bicycle upon a sidewalk from Messenger Street to Humbird Street on Main Street.
B. 
Signs. The Chief of Police may cause signs to be erected on any sidewalk or roadway prohibiting riding bicycles thereon by any person, and when such signs are in place no person shall disobey the same.
C. 
Right-of-way. Whenever any person is riding a bicycle upon a sidewalk, such person shall yield the right-of-way to any pedestrian and shall give audible signal before overtaking and passing such pedestrian.
No person shall ride or propel a bicycle upon any public street, highway, boulevard, sidewalk or alley except in a careful and prudent manner. A person propelling a bicycle shall not ride other than astride a permanent or regular seat attached thereto. No bicycle shall be used to carry more persons at one time than the number for which it is designed and equipped. No person riding upon any bicycle shall attach the same or himself to any streetcar or vehicle upon a roadway.
No person shall park a bicycle upon a street or sidewalk from Messenger Street to Humbird Street on Main Street, except in a suitable rack provided in said area.
No bicycle shall be ridden upon any public street, highway, boulevard, sidewalk or alley at a speed faster than is reasonable and proper under traffic conditions at the time, and every bicycle shall be operated with due regard to the safety of the operator and other persons upon the streets, highways, boulevards, sidewalks and alleys of the City.
A. 
General laws. Every person riding a bicycle upon a roadway, public street, highway, boulevard, sidewalk or alley shall be granted all of the rights and shall be subject to all of the duties applicable to the driver of a vehicle by the laws of this state declaring rules of the road applicable to vehicles or by this Code, except as to the provisions hereof and except as to those provisions of law and ordinances which by their nature can have no application. Specifically, the provisions of W.S.A. ch. 346 shall be applicable to the operation of bicycles where appropriate.
B. 
Traffic signals. Any person operating a bicycle shall obey the instructions of official traffic control signals, signs and other control devices applicable to vehicles, unless otherwise directed by a police officer. Whenever authorized signs are erected indicating that no right or left or U-turn is permitted, no person operating a bicycle shall disobey the direction of any such sign, except where such person dismounts from the bicycle to make any turn, in which event such person shall then obey the regulations applicable to pedestrians.
C. 
State statutes adopted. Sections 346.02(4), 346.77, 346.79, 346.80, 347.489 and 349.18(2) of the Wisconsin statutes are adopted by reference as a part of this section.[1]

A. 
Lamps. No person may operate a bicycle upon a highway, bicycle lane or bicycle way during hours of darkness unless such bicycle is equipped with or the operator is wearing a lamp emitting a white light visible from a distance of at least 500 feet to the front of such bicycle. Such bicycle shall also be equipped with a red reflector that has a diameter of at least two inches of surface area on the rear, so mounted and maintained as to be visible from all distances from 50 to 500 feet to the rear when directly in front of lawful upper beams of headlamps on a motor vehicle. A lamp emitting a red light visible from a distance of 500 feet to the rear may be used in addition to but not in lieu of the red reflector.
B. 
Sound device. No person shall operate a bicycle unless it is equipped with a bell or other device capable of giving a signal audible for a distance of at least 50 feet, except that a bicycle shall not be equipped with nor shall any persons use upon a bicycle any siren or whistle.
C. 
Brakes. Every bicycle shall be equipped with a brake, which will enable the operator to make the braked wheel skid on dry, level, clean pavement.
No person under 12 years shall operate a bicycle upon any public street, highway, boulevard, sidewalk or alley between 9:00 p.m. and 5:00 a.m.
No person shall operate a bicycle upon any public street, highway, boulevard, sidewalk or alley abreast of or to the left of another person operating a bicycle except while passing such bicycle.
Every person riding a bicycle upon any public street, highway, boulevard, sidewalk or alley shall turn only at intersections as permitted, signal for all turns and stops at the right-hand side of the street or highway as near as may be to the street curb and pass to the left when passing vehicles or bicycles that are slower moving and on the right side when meeting. No person shall do any trick riding on any street, highway, boulevard, sidewalk or alley or operate a bicycle without both hands on the handlebar.
A rental agency shall not rent or offer any bicycle for rent unless the bicycle is licensed and a license plate is attached thereto as provided herein and such bicycle is equipped with the lamps and other equipment required in this article.

A. 
It shall be unlawful for any person to operate or ride a skateboard in any of the following places:
(1) 
On any City street.
(2) 
Upon any sidewalk on Main Street, from Humbird Street to Water Street.
(3) 
On any facility owned or maintained by the Department of Parks, Recreation and Cemeteries, except those areas specifically designated for that purpose.
(4) 
Any public parking ramp or parking lot.
(5) 
On private property which is prominently posted with signs prohibiting skateboarding. Such signs shall be made available to the public by the office of the Inspection Department upon payment of a fee prescribed by such office.
B. 
Operators or riders of skateboards shall yield the right-of-way to other pedestrians using City sidewalks and shall not otherwise endanger or interfere with normal pedestrian traffic on those sidewalks.
C. 
There is hereby established for the sole use of skateboarders a skateboard facility at Clanton Park. No other recreational activities shall take place at such facility, including but not limited to roller-blading, bicycling or any other recreational activity. Further, all persons using such facility are required to wear helmets, kneepads and elbow pads. Finally, there shall be no smoking in such skateboard facility.
A. 
Forfeiture. Any person who shall violate any provision of this article shall be subject to a forfeiture of not more than $25 for the first offense and not less than $25 nor more than $50 for the second offense.
B. 
Suspension. The Chief of Police, upon recommendation of the Juvenile Court, may suspend the registration of and remove the identification tag from any bicycle operated contrary to any state law or City ordinance or operated while in unsafe mechanical condition, such suspension and removal to continue for a period not to exceed 10 days, provided that such registration shall not be reinstated or such identification tag be replaced while such bicycle is in unsafe condition. Such suspension and removal shall be in addition to the penalty provided under Subsection A.
