The operation of commercial vehicles having a gross registered vehicle weight greater than 18,000 pounds (hereinafter referred to as "commercial vehicles") is hereby prohibited on those streets or parts of streets designated as Residential 1 and Residential 2 Streets on a map entitled "Street Classifications," dated October 27, 1975, and amendments thereto, on file with the City Clerk.
A. 
Section 291-52 shall not apply to commercial vehicles operating upon any such designated streets where necessary to the conduct of business at an origination or destination point on such street, nor shall it apply to commercial vehicles going to or coming from places upon such street or adjoining streets or ways to which access cannot be otherwise gained.
B. 
Section 291-52 shall not apply to the operation of emergency vehicles nor to the operation of commercial vehicles owned by the City of Bangor or by public utilities having work to do on such designated streets or on adjoining streets or ways to which access cannot be otherwise gained.
Signs, in such form and of such design as the City Manager shall determine, may be placed on such designated streets and in sufficient number as they deem necessary for the elimination of traffic of commercial vehicles on such designated streets.
A. 
Any person, firm, partnership, association, corporation, company or organization directing the driver of a commercial vehicle to travel upon a Residential 1 or a Residential 2 Street, except as exempted above, shall, upon conviction of so doing, be fined not less than $25 nor more than $100 for the first violation; not less than $50 nor more than $100 for the second violation; and not less than $75 nor more than $100 for the third and every subsequent violation.
B. 
Any driver of a commercial vehicle operating upon a Residential 1 or Residential 2 Street, except as exempted above, shall be fined not less than $25 nor more than $100 for the first violation; not less than $50 nor more than $100 for the second violation; and not less than $75 nor more than $100 for the third and every subsequent violation.
